Accept the staff report regarding employment placement statistics at the Carlsba
Hiring Center during the first 14 weeks of operation, authorize an extension to th
senice contract with San Diego County SER - Jobs for Progress through fiscal yes
1991-1992, and approve a minor modification to the "Hours of Operation".
ITEM EXPLANATION:
In March 1991 the City Council authorized expenditures totalling approximate
$46,300, for implementation of the Carlsbad Hiring Center, included in this amour
were expenditures required to obtain an employment services provider for th
Center. In May 1991, the Council awarded the employment services contract to Sa
Diego County SER Jobs for Progress and in June 1991 the service contract wi
activated. On July 15, 1991, the Hiring Center was opened to the public.
Between July 15, 1991, and October 19,1991, 7 bi-weekly reports had been receivec
each reporting demographic information and job placement data obtained at tf
Center at two week intervals. The following placement information and workc
profile was obtained from those reports:
Worker Information/Profile:
From July 15, 1991 through October 19, 1991, a total of 702 worke
registered at the Carlsbad Hiring Center and 349 of those have obtained son
level of employment (50%). Most workers utilizing the Hiring Center ai
immigrants from Mexico (80%). Most live in Oceanside and Carlsbad (68%
and the vast majority have access to a personal vehicle, carpool, or the bi
system (98%). Most of the workers using the Center are males (87%).
Employer Information:
From July 15, 1991 through October 19, 1991, a total of 192 employe
registered at the Carlsbad Hiring Center. Most workers were employed 1:
homeowners, construction oriented businesses and industrial employers (62%

Placement Statistics:
During the 14 week period, 50% of all workers registered at the Centt
obtained some level of employment. Of those who obtained jobs (349), 53'
represented one day assignments, 20% represented jobs lasting between 2-5
days, and the remaining 27% were permanent jobs.
When the Hiring Center project was approved by the City Council in March 199'
it was authorized to remain operational for six (6) months, during which time th
Council would have an opportunity to review its progress. The end of that six (6
month period is approaching and the contract with San Diego County SER Jobs fc
Progress will expire on December 17,1991. The existing contract with SER providt
for a six month extension of services at a cost to the City of $34,815.
If the Council elects to continue providing employment services at the Hiring Cente
SER has requested the hours of operation be modified from Monday through Frid?
6:OO a.m. - 11:OO a.m., to Monday through Friday 7:OO a.m. - 12:OO noon. Th
proposed change in hours would, according to SER, more effectively accommodal
the attendance patterns of workers utilizing the Center's services.
FISCAL IMPACT
The term of the service contract with SER would be for another six (6) month perio
at a cost to the City of Carlsbad of $34,815. The cost of extending the prograr
through FY 1991-92 was included in this years budget as a new program and woul
be funded from the City's General Fund Account. By the end of June 1992, the fir!
year cost to the City for the program, including start-up, operational, and contra(
costs will approach $100,000.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, ACCEPTING THE STAFF REPORT FOR THE CARLSBAD
HIRING CENTER, AUTHORIZING AN EXTENSION TO THE EMPLOYMEN7
SERVICES CONTRACT AND MODIFYING THE HOURS OF OPERATION
WHEREAS, the City Council directed staff to return to them with an updat
on the progress of the Hiring Center; and
WHEREAS, San Diego County SER Jobs for Progress was selected as th
employment services provider for an initial term of six months, allowing the City c
Carlsbad the option to extend the contract for a second six month term; and

WHEREAS, the six month contract with San Diego County SER Jobs fc
Progress will expire in December 1991; and
WHEREAS, San Diego County SER Jobs for Progress has requested that th
hours of operation at the Hiring Center be modified from Monday through Frida!

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City (
Carlsbad, as follows:
I 1. That the City Council accepts staffs report pertaining to demographi
and placement information obtained during the first 14 weeks of operation of th
Carlsbad Hiring Center.
2. That the City Council authorizes staff to extend the employmer
services contract with San Diego County SER Jobs for Progress for the remainder c
91-92 fiscal year at a cost of $34,815.
