ITEM EXPLANATION Ordinance Nos. NS-184, NS-185, and NS-186 were introduced and first read at a rei City Council meeting on November 5, 1991. The second reading allows Counc adopt the ordinances which would then become effective in thirty days. The City ( will have the ordinances published in the “Carlsbad Journal” within fifteen daj adopted. FISCAL IMPACT See Agenda Bill No. 11,423 on file with the City Clerk. EXHIBIT 1. Ordinance Nos.
