RECOMMENDED ACTION:
Adopt Resolution No. 4i -3’34 approving the cost sharing agreement between the Cil
Carlsbad, the Carlsbad Unified School District and the Encinitas Union School Distri
for the Drug Abuse Resistance Education (DARE) Program for fiscal year 1991 -92.
ITEM EXPLANATION:
The City has agreed to provide the Carlsbad and Encinitas school districts with the
DARE Program for their elementary schools for fiscal year 1991 -92. The City has ak
agreed to provide the DARE Program to Carlsbad school district’s junior high and hi!
schools. The Police Department has staffed one DARE officer to Carlsbad and
Encinitas elementary schools and one to Carlsbad junior high and high schools in
accordance with the agreement. Each school district has agreed to pay for one-half
cost of their program. The cost of each officer is $50,000. Carlsbad Unified School
District’s cost share for the DARE Program for the elementary, junior high and high
schools is $43,750; Encinitas Union School District’s cost share for the elementary
school is $6,250 - a total of $50,000.
FISCAL IMPACT:
The cost sharing payments of $50,000 will be placed into the General Fund Expens
Account and used to offset the cost of the DARE Program to the City.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, APPROVING
A COST SHARING AGREEMENT FOR THE DARE
PROGRAM BETWEEN THE CITY OF CARLSBAD,
CARLSBAD UNIFIED SCHOOL DISTRICT AND
ENClNlTAS UNION SCHOOL DISTRICT
The City Council of the City of Carlsbad, California does
hereby resolve as follows:
1. That the cost sharing agreement for the Dare
Program, attached hereto as Exhibit 2, between the City of
Carlsbad and the Carlsbad Unified School District is hereby
approved.
2. That the cost sharing agreement for the Dare
Program, attached hereto as Exhibit 3, between the City of
Carlsbad and the Encinitas School District is hereby approved.
3. That the Mayor of the City of Carlsbad is hereby authorii
and directed to execute said agreements for and on behalf of the
City of Carlsbad, California on the 3rd day of December , 199
by the following vote to wit:

COST SHARING AGREEMENT
This agreement is made and entered into at Carlsbad,
this day of f 19- by the City of Carlsbac

Union School District, hereinafter called **School Districta1.
WHEREAS, the City and the School District find that it w(
be mutually beneficial to share the costs of the Drug AI
Resistance Education program, hereinafter called D,A.R,E.,
parties agree as follows:
The City agrees to provide the School District with
elementary school D.A.R.E. program as described in exhibit l*A*l
the School District agrees to pay the City a sum certain of $6
toward the cost of this' program.
MODIFICATIONS AND SCHEDULING
The description of the program in exhibit ItAtf is a gen
guideline only and minor modifications may be made by the C

The primary emphasis of the DARE program is assisting students i
recognizing and resisting the pressures exerted on them to
experiment with drugs.
A semester course will be given to students in their last year <
each elementary school. Topics covered will include but not be
limited to:
1. Showing students how to say no to peers who offer them
drugs
2. Developing self-esteem
3. Being assertive
4. Understanding the social pressures which encourage drug use
5. Learning positive things they can do instead of using drugs
6. An abbreviated program will also be given to children f
kindergarten to fifth grade

High School Level -
The Drug Resistance Program administered by the police department at t high school level will include but not be limited to:
Drug Education Dealing with and resisting media pressure Coping with anger and conflict without drugs Decision making
Alcohol and Driving Understanding personal rights and responsibilities
A semester course will be given to students during their attendance at mandatory health education classes.
High school students who are not enrolled in the health education classes who have already completed the classes will receive an abbreviated progra
Junior High School Level -
The Drug Resistance Program at the Junior High level will include but not
be limited to:
Reinforcing techniques for saying no to others who offer drugs
Being assertive Understanding the social pressures which encourage drug use
Decision making Understanding personal rights and responsibilities
Feeling good about oneself
A semester course will be given to students during the eighth grade. Students in other grades will receive an abbreviated program.
Both High School and Junior High School programs will be administered and presented by one police officer.
