ENG RECOMMENDED ACTION: Adopt Resolution No.41-3 approving an extension of the agreement between tht of Carlsbad and Tekmarine, Incorporated for the annual Carlsbad Sand Surve Beach Prof i 1 e Program for f i scal 1991 -92. ITEM EXPLANATION: On August 18, 1987, the City Council adopted Resolution No. 9205 approvi agreement with Tekmarine, Incorporated to resume the Carlsbad Sand Survey and Profile Program. During fiscal year 1987-88, Tamarine, acting as cc engineering consultants to the City and the City’s Beach Erosion Commi performed detailed beach surveys and profiles as well as related studies concc the condition of Carlsbad’s beaches. Tekmarine has proven to be an inval resource to the City acting in an independent consultant capacity focusi Carlsbad’s coastal resources. The City Council approved an extension c Consultant Agreement continuing the Beach Profile Program for fiscal year 191 1989-90, and 1990-91. The existing agreement between the City and Tekmarine enables the City to I the beach survey program from year to year. Staff recommends approval ( extension for the services for fiscal 1991-92. In 1987, the Beach Erosion Committee and City staff conducted an ext consultant selection process resulting in the recommendation the City Tekmarine, Incorporated. The City Council subsequently awarded the ex consultant agreement. Because of the nature of the coastal engineering wor level of experience and expertise involved, and the value and econo maintaining continuity over an extended period of time with one (1) cons firm, staff recommends continuing the professional relationship with this f FISCAL IMPACT: Continuing the Carl sbad Sand Survey and Beach Profile Program through fiscal 92 will total $27,795. SHOUP CT-TI 1200 Carlsbad Village Drive - Carlsbad, California 92008-1 989 - (61 9) 434-280 5 1 2 3 4 5 6 7 8 g 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 e 0 RESOLUTION NO. 91-390 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING AN EXTENSION TO AN EXISTING AGREEMENT BETWEEN THE CITY OF CARLSBAD AND TEKMARINE, INCORPORATED FOR THE CARLSBAD SAND SURVEY AND PROFILE PROGRAM WHEREAS, the City Council of the City of Carlsbad has previously a a consultant agreement with Tekmarine, Incorporated on August 18, 1987 re the Carlsbad Sand Survey and Beach Profile Program; and WHEREAS, the City Council of the City of Carlsbad hereby fi necessary, desirable and in the public interest to continue said program fiscal year 1991-92; and, WHEREAS, the City Council of the City of Carlsbad has previously b and appropriated sufficient funding for said program in its 1991-92 budget; and, WHEREAS, section 3 of said agreement enables the City to renegotiate contract extensions with Tekmarine, Incorporated to continue the s provided for in this agreement. NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: 1. That the above recitations are true and correct. 2. That an extension to an existing agreement between the Carl sbad and Tekmarine, Incorporated is hereby approved in accordan Tekmarine’s proposal letter of November 8, 1991. 3. That the City Clerk is authorized and directed to forward a this Resolution to Tekmarine, Incorporated, 572 E. We propose to accomplish the FY 1991-92 program for a fee of $27,795.00. The breakdown of proposed budget is as follows: Beach Profile Survevs, Bi-monthlv Beach Reconnaissance Cost of Insurance for Subcontractor 2 @$I 1,053.24 $22,106.48 6 @$739/day x 1.5 days 6,65 1 .OO 500.00 Sub-Total 29,257.48 5% Discount 1,462.48 Total ProDosed Budget $27.795.00 The proposed budget incorporates a 4% inflationary adjustment over the last year, plus the cos1 waiver of subrogation insurance being imposed on our subcontractor Coastal Frontiers Corporat who will perform field surveys, and a 5% discount from the sum of the above. Our proposal is ba, on the assumption that the program will be continued using the current range lines a survey/reporting frequencies as presently contracted. All other elements of our existing contract regards to number of copies of reports, my attendance at Committee meetings following 1 submission of the April and October survey results, my bi-monthly visits and reconnaissance repo summarizing these visits, etc., shall also remain the same. As approved by you, the Coastal Fronti Corporation shall provide field surveys as subcoctractor to Tekmarine. A breakdown of the sur1 budget is attached.
