RECOMMENDED ACTION:
Adopt Resolution No. 91 -395 authorizing the Carlsbad City Library to apply for a gra
from the California State Library as provided under the California Library Services Act
LIB FOR LITERACY FUNDS
ITEM EXPLANATION:
On September 19,1990, the Governor approved Assembly Bill 3381 which created the
California Library Literacy Service. This legislation authorizes state matching funds fc
libraries that have completed the five-year establishment period. Since this legislati01
not fully funded, a limited amount of state funding is available. Based on locally bud
funds for literacy programs, the State Librarian has indicated there will be a State ma
$1 for each $7.70 raised locally. The Carlsbad City Library meets the requirements fo
eligibility for state matching funds as described in the State Librarian's memorandum
attachments of October 31, 1991 (Exhibit 2).
The Library will use state matching funds to enhance its Adult Learning Program by
purchasing equipment and paying for contract services. Specifically, under equipmeni
Adult Learning Program will purchase a copy machine to replace its 7-year old copier
which parts are becoming hard to find. Second, a laser printer will be purchased for
tutoring classroom, to diminish noise and allow one-to-one tutoring and computer le;
to occur simultaneously. Third, library book shelving will be purchased for the Main
Library to accommodate the literacy collection, which now has no expansion room ai
difficult to access. Under contract services, matching funds will be used for tutor tra
and learner skill assessments.
FISCAL, IMPACT:
Based on the State Librarian's estimate of available funding and the Adult Learning
Program's FY91-92 budget of $U0,737, the library will receive $14,250. There will be
cost to the City's general fund.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING APPLICATION
FOR A GRANT FROM CALIFORNIA LIBRARY SERVICES
ACT FUNDS.
WHEREAS, the Carlsbad City Library Adult Learning Program provides
training to meet the literacy needs of adults; and
WHEREAS, the Carlsbad city Library Adult Learning Program supports the
goals of the City Council and the objectives of the library; and
WHEREAS, the California State Library will provide additional support for
the Adult Learning Program with grant funds;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as fdllows:
1. That the above recitations are true and correct.
2. That staff is authorized to apply to the California State Library for
$14,250 in Library California Library Literacy Services Act funds.
PASSED, APPROVED AND ADOPTED at a regular meeting of the City

SUBJECT: Plans of Service and Budgets for Fiscal Year 1991-92
I enclose a listing of public libraries, including yours, that have certified fund
available for the California Library Literacy Service (CLLS) in Fiscal Year 1991
92. The amount eligible for matching by the State and the resulting fund
available for each local library are both displayed.
Please complete a Plan of Service Abstract, Plan of Service and Budget page, usin
the enclosed guidelines and forms. Return them postmarked by December 6, 1991
This is a nine-day extension of the previously-announced deadline because resolutio
of questions regarding eligibility of funds for matching took longer than anticipater
and this funding request package is being mailed later than planned. Your receiF
of matching funds is contingent upon the State Library’s receiving a satisfactor
Plan of Service and Badget from your library.
Mail the completed documents in original plus four copies (five total), postmarkel
by December 6, 1991, to:

The State match this year is $1 for each $7.70 raised locally. This is significantly
higher than last year, which was one State dollar for each nine dollars raised
locally. It is my hope that each year we will come closer to the 100% match
authorized by the California Library Literacy Services Act.
The State match is based on a phenomenal $4,543,606 #raised by local library
literacy services. You are showing that public libraries do have a vital role to play
in delivery of adult literacy instruction, and that your local communities understand
that funding for literacy is an investment in their future. Few of us would have
dared believe two years ago that local support for the CLC would reach this level
so quickly!
Remember that your matching-funds grant is based on all the services supported
by the funds you have certified as eligible for matching. We need reporting on
all the learners and tutors supported by these funds, in order to demonstrate the
effectiveness of the California Literacy Campaign (CLC). Timely submission of
Quarterly Reports to the California State Library and CLC-Base disks for Semi-
Annual Learner Progress CALPEP information to ETS are essential for me to be
able to keep the California Library Services Board (CUB) and the Legislature
accurately informed on the effectiveness of the CLC.
Congratulations on your contribution to the development of this extraordinary
support for the California Library Literacy Service!
