RECOMMENDED ACTION:
Staff recommends Council adopt Resolution No. 9 / - 40 1 , appropriating funds from the
Forfeiture Fund to the Police Asset Forfeiture Administration, Account 121 -21 10-3900 and av
the bid for a Mobile Community Service Post in the amount of $1 21,240 to Callen Camper Co
ITEM EXPLANATION
In April 1990, the City Council appropriated $75,000 from the Police Forfeiture Fund for the pi
of a Mobile Community Service Post. This unit will function as an emergency command F
disasters and major crime incidents and as the operations center during special events.
When the funds were appropriated, detailed specifications had not been developed and $75,C
an estimated cost for the unit. As technical specifications were prepared by the staff of the
and Fleet Operations Departments and an electrical design consultant, several items neede
modified to produce a unit capable of meeting the needs of the Carlsbad Safety Services. h
the modifications included the upgrading of electrical systems. The electrical generator si
increased from 15 KW to 20 KW and the battery back-up system from 70 amp to 100 amF
these changes in the specifications, the estimated cost of the unit was $150,000.
In accordance with Section 3.28.120 of the Municipal Code, Notice to Bidders was publish
Request for Bids was made to five vendors. Three responses were received, opened, witness
recorded on November 20, 1991.
The lowest responsive bid was submitted by Callen Camper Company, 125 S. Marshall Ave
Cajon CA 92020 in the amount of $1 12,000, plus tax, for a total of $121,240. Delivery of thf
expected by May 1992.
FISCAL IMPACT
Seventy-five thousand dollars ($75,000) is available in the Police Asset Forfeiture Admini
Account 121 -21 10-3900 for the purchase of the Mobile Community Service Post. The Police Fc
Asset Fund has an available fund balance of $660,000. After the transfer of $55,000 into 1
121 -820-21 10-3900 for the purchase of the Mobile Command Service Post, the Police Forfeitur
Fund balance will be $605,000. With the additional appropriations, there will be $1 30,000 a
for the Mobile Community Service Post.

A BID AND AUTHORIZING THE EXECUTION OF A PURCHASE
ORDER FOR THE PURCHASE OF A MOBILE COMMUNITY
SERVICE POST.
WHEREAS, a Mobile Community Service Post has been deemed necessary; anc
WHEREAS, $75,666 has been appropriated for the construction of a Mobile Con
Service Post; and
WHEREAS, the specifications for the Mobile Community Service Post were moc
include upgrading of certain electrical systems; and
WHEREAS, bids have been received by the City of Carlsbad for the Mobile Con
Service Post; and
WHEREAS, additional funds are necessary for the purchase of the Mobile Cor
Service Post.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Cz
California, as follows:
1. That the bid from Callen Camper Company, 125 S. Marshall Avenue, El Cz
92020, is hereby accepted and the Purchasing Officer is hereby authorized to ex€
purchase order for the purchase of a Mobile Community Service Post in the amount of $1
plus tax for a total of $121,240. 1
2. That an appropriation of $55,000 from the Police Forfeiture Fund be tran
