CITY AI CDBG SIDEWALK IMPROVEMENTS
RECOMMENDED ACTION:
Adopt Resolution No. 92-5 awarding the contract for the construction improvements to Oak Avenue and CDBG Sidewalk Improvements, Project Nos. 3731, 3 and 3739.
ITEM EXPLANATION:
On July 23, 1991, the City Council adopted Resolution No. 91-238, rejecting b and authorizing the redesign and readvertisement of bids. The project has b redesigned to avoid removal of the large eucalyptus tree at the corner of Avenue and the Tyler Street Alley.
On November 26, 1991, the following bids were received:
Basile Construction Company $122,813.95 Roca Construction $143,627.90 ABC Construction $159 , 240.30 Excel Paving Company $174,715.10 Caves , Incorporated $183 , 216.00
All bids received and the qualifications of the apparent low bidder have b checked and verified. Staff recommends award of the contract to Bas Construction Company.
Construction is anticipated to begin in February and require approximately th
(3) months to complete.
Curb, gutter, and sidewalk on the north side of Oak Avenue between Roosev
New street paving in Oak Avenue in front of the Boys and Girls Club.

Handicap access ramps on Chestnut Avenue from Harding to Madison Street
ENVIRONMENTAL REVIEW:
On November 15, 1990, the Planning Director issued a Negative Declaration for . Oak Avenue Street Improvement Project No. 3731. The other two (2) projects, . Grand Avenue Sidewalks Improvements and the Access Ramps, each received a Not of Exemption per the California Environmental Quality Act, Section 15301 (C) i Section 15304 Class 4, and per the National Environmental Policy Act, 24 CFR, Pi
58.34 (a)(lO). The projects are exempt because they are a minor alteration or reconstruction and maintenance of existing pub1 ic improvements.

GENERAL PLAN CONSISTENCY:
On December 19, 1990, the Planning Commission approved PCD/GPC 90-8 for the Avenue Street Improvements, finding it to be consistent with the City’s Gen Plan. The other two (2) projects, the in-fill sidewalk on Grand Avenue and additional handicapped access ramps, total less than $50,000 and are not considi capital projects within the definition of the City Administrative Order No Therefore, the Planning Commission is not required to issue a finding of Genl Plan Consistency for the latter two (2) maintenance projects.
FISCAL IMPACT:
Funds for this project are provided by the Community Development Block G Program, Department of Housing and Urban Development. Under the current design, anticipated project costs are as follows:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AWARDING THE CONTRACT FOR THE CONSTRUCTION OF IMPROVEMENTS TO OAK AVENUE AND CDBG SIDEWALK IMPROVEMENTS, PROJECT NOS. 3731, 3732 & 3739
WHEREAS, the City Council of the City of Carlsbad has determi
necessary, desirable, and in the public interest to construct improvements
Avenue and CDBG sidewalk improvements; and
WHEREAS, five (5) sealed bids were received on November 26, 19
the project; and
WHEREA!;, the lowest responsible bid for the project was submit

NOW, THEREFORE, BE IT RESOLVED by the City Council of the C

1. That the above recitations are true and correct.
