LEWIS AND ELSBREE RECOMMENDED ACTION: 9337 Adopt Resolution No. approving the final map for Carlsbad Tract No. 88-06, Lewis and Elsbree. ITEM EXPLANATION: Engineering staff has completed checking the final map of Carlsbad Tract 88-06, a seven unit subdivision located off Knowles Avenue west of Interstate-5. The map conforms substantially with the Subdivision Map Act, the Carlsbad Municipal Code, the conditions of approval and the Tentative Tract Map as approved by the Planning Commission on July 19, 1989, per Resolution No. 2891. The project is located in Local Facilities Management Plan Zone 1 in the Northwest Quadrant. Currently all public facilities within or impacted by Zone 1 meet or exceed the adopted performance standard. For a more complete analysis of the public facilities impact for this project, see the attached Local Facilities Impact Assessment form. The project density is 7.4 du/acres and is below the Growth Management Control Point of 11.5 du/acre. The findings required to approve the project below the Growth Control Point were made by the Planning Commission and were accepted by City Council. The project is consistent with the General Plan and RMH Zone, meets all requirements of the Planned Development Ordinance, and complies with Growth Management. Staff recommends approval of the final map for CT 88-06. FISCAL IMPACT: This project will generate the following fees: 1. Park-in- Lieu Fees (5 units @ $l,313/unit) 2. Sewer Connection fees (7 EDU @ $1,313) 3. Traffic Impact Fee (7 units @ $600/unit) 4. Water Service Connection Fee (7 EDU @ $1 ,173/EDU) $ 6,565.OO $ 11,270.OO $ 4,200.OO $ 11,991 .oo $34,026.00 The exact amount of public facilities fees are unknown until the applicant submits an application for building permits. Likewise, the drainage area fees are unknown and will be assessed at the time the City adopts a drainage fee schedule. The developer has secured the improvements in a form acceptable to the City. No detailed economic impact analysis of this development has been conducted. That the above recitations are true and correct. 2. That the Final M,ap known as Carlsbad Tract 88-08 from Lewis and Elsbree which is on file with the City Engineer and is incorporated herein by reference, is accepted. 3. That the City accepts said dedication. 4. That the City Clerk is authorized to sign the Certificate of Acceptance on the Final Map. /I/ //I . 5. That the City Clerk is authorized to cause the original Final Map to be 1 2 recorded in the Office of the County Recorder of San Diego County, State of California, 3 with the appropriate Certificate of Acceptance attached. 4 8. That the City Clerk is authorized to release the map to Commonwealth 5 Land Title Insurance Company for recording in the office of the County Recorder.
