ITEM EXPLANATION
The City Council, at a meeting in March 1990, established, by
minute motion, a Legislative Subcommittee of the City Council. The
purpose of the subcommittee is to address issues that arise during the legislative session.
The resolution attached more formally, establishes the Legislative
Subcommittee and authorizes the City Attorney to join in amicus
briefs when that action has been recommended by the League of
California Cities and when there is insufficient time to submit an
amicus request to the City Council at a regularly scheduled
meeting. The resolution also identifies the subcommittee members.

RESOLUTION NO. 92-32
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA ESTABLISHING THE LEGISLATIVE SUBCOMMITTEE AND AUTHORIZING THE
CITY ATTORNEY TO JOIN IN AMICUS BRIEFS
WHEREAS, the City is frequently asked to join as an
amicus in support of other cities when that action has been
recommended by the League of California Cities; and
WHEREAS, the City Council must authorize the joining as
an amicus and timing of some amicus requests prohibits the City
from participating because there is insufficient time to submit
that request to the City Council at a regularly scheduled meeting;
and
WHEREAS, at its meeting of March 6, 1990 the City Council
approved Agenda Bill #10,516 which gives the City Attorney
authorization to join the City as an amicus when that action has
been approved by the Legislative Subcommittee,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the City Council authorizes the Legislative
Subcommittee, consisting of the Mayor and Mayor Pro Tem, to
authorize the City Attorney to join in the filing of amicus briefs
when that action has been recommended by the League of California

Cities and when the need for that action occurs before the next
regularly scheduled City Council meeting.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the

City Council of the City of Carlsbad on the
1992, by the following vote, to wit:
28th day of January
AYES: Council Members Lewis, Kulchin, Larson, Stanton and Nygaard
