RECOMMENDED ACTION:
City Council adopt Resolution No. 9 a- 3 6 approving an extension of
Condition ,No. 98 of Resolution No. 90-268, CT 8803, Arroyo La Costa.
Adopt Resolution No. 91-j 3 approving an extension of Condition No. 1 of Resolution
No. 90-274, CT 89-18, Ranch0 Verde.
Adopt Resolution No,q$-38 approving an extension of Condition No. 63 of Resolution
No. 91-I 62, CT 984, Tierra Santa Fe.

ITEM EXPLANATION:
The developers of Arroyo La Costa (CT 88-03), Ranch0 Verde (CT 89-18) and Tierra
Santa Fe (CT 90-04) are each requesting extension of Council imposed time limits on the
processing of their respective final maps, By previous action, City Council imposed the
following condition of approval on each of the three above reference maps:
“Within 180 days from the date of the Arroyo La Costa/Ranch0
Verdenierra Santa Fe Tentative Map approval, (the effective date of this
resolution), a financial guarantee acceptable to the City Council for
construction of Ranch0 Santa Fe Road improvements must be provided
by the developer. Unless the guarantee is approved by the City Council
within the 180 day period, all processing on the Arroyo La Costa/Ranch0
Verde/Tierra Santa Fe final map will cease until such time as it is approved.
The time limit may be extended at the discretion of the City Council.”
Arroyo La Costa, CT 88-03, was initially approved on September 4, 1990 (Resolution No.
90-258) for 1,076 single family dwellings on property generally located east of El Camino
Real, north of Olivenhain Road and west of Ranch0 Santa Fe Road. On July 2, 1991
Council adopted Resolution No. 91-210 approving a time extension for Condition No. 98
to December 31, 1991.
Ranch0 Verde, CT 89-18, was initially approved on August 7, 1990 (Resolution No. 90-
274) for 180 lots on property generally located south of the new La Costa High school
and east of the proposed extension of Calle Acervo. Ranch0 Verde is in the extreme
southeast corner of the City. On July 2, 1991 Council adopted Resolution No. 91-211
approving a time extension for Condition No. 1 to December 31, 1991.
Tierra Santa Fe, r3T 90-4, was initially approved on June 4, 1991 (Resolution 91-162) for
111 units on property generally located east of Ranch0 Santa Fe Road, north of Calle
Barcelona, west o’ Calle Acervo and south of Camino de 10s Caches.
All three applicants have request extension of the date for complying with the referenced
resolutions. The intent of the conditions was to insure a good-faith effort by the
developers to formalize the guarantee and financing for the Ranch0 Santa Fe Road
improvements. The developers have been working to complete the financing package
as required.

Staff believes that the developers are making every effort to complete the financing
package and recommends that the Council grant extensions to June 30, 1992 for each
of these projects. The three projects have been coordinated together to assist staff in
tracking the conditions of the tentative maps.
FISCAL IMPACT:
Although the extension of these tentative maps have no direct fiscal effect on the City, the
financing of Ranch0 Santa Fe Road and the preparation of the Zone 11 /I 2 financing plan
continue to be major fiscal issues. The property owners have continued to work diligently
with the City staff to prepare a financing plan for the road improvements which will meet
all of the conditions placed on these maps and to create a finance plan that clearly meets
the needs of Growth Management. At this time the City is moving forward with design
of Ranch0 Santa Fe, and is working with Bond Counsel on the steps necessary to form
an assessment district to fund the construction costs. Preliminary property appraisals are
being gathered to verify that the underlying value of the Zone 1 l/l 2 property is sufficient
to support this district.
Staff has reviewed a final draft of the Zone 1 l/l 2 finance plan and is preparing a
response to the property owners on the few remaining issues.

Dear Ray:
You may recall that the City Council had voted for an extension
of satisfaction of the above condition through December 31, 1991.

Although we believe that significant progress has been made over
the past few months on both the Zone 11/12 Financing Plan as well
as formation of the assessment district which will be the major
funding mechanism, formal approvals will not be in place by December 31st.
The purpose of this letter is to accordingly request an extension
of the condition through June 30, 1992, so that final map proces-
sing may continue on the Arroyo La Costa project. Phase One will
shortly be in third plan check and Phase Two is in its first check
cycle.
Please let me know when this item will be calendared for Council
consideration.

Re: ClYO-4 Tierra Santa Fe Tentative Map
Dear Mr. Hubbs:
Sherri Howard suggested I write you requesting an extension for condition #63 which states,
“within 180 days from the day of the Tierra Santa Fe Tentative Map approval, a financial
guarantee acceptable to the City Council for the construction of Ranch0 Santa Fe road
improvements must be provided by the developer. Unless the guarantee is approved by the
City Council within the 180 day period, all processing on the Tierra Santa Fe final map will
cease until such time that it is improved. Time limit may be extended at the discretion at
of the City Council”.
It is my understanding that the City has yet to determine the exact alignment at the
intersection of Ranch0 Santa Fe and Olivenhain roads, as well as, other significant design
decisions related to the above.

RESOLUTION NO. 92-36
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING AN EXTENSION
TO CONDITION NO. 98 OF RESOLUTION NO. 90-258
WHEREAS, on June 6, 1990 the Carlsbad Planning Commission adopted Resolution
No.3032 recommending to the City Council that Tentative Tract Map CT 88-3 be approved;
and
WHEREAS, the City Council of the City of Carlsbad, on August 31, 1990 and
September 4, 1990 did hold duly notice public hearings to consider the recommendation and
heard all persons desiring to be heard; and
WHEREAS, after considering all factors relating to Tentative Tract Map CT 88-3 the City
Council did adopt Resolution No. 90-258 approving with conditions said Tentative Tract Map;
and
WHEREAS, the City Council on July 2, 1991 did adopt Resolution No. 91-210 granting
an extension to Condition No. 98 of Resolution No. 90-258 to December 31, 1991; and
WHEREAS, the City Council has considered a request to extend Condition No. 98 of
Resolution No. 90-258;
NOW, THEREFORE, BE IT HEREBY RESOLVED by the City Council of the City of
Carlsbad as follows:
