ITEM EXPLANATION: L -aJ s-2 On November 19,1991, Council appointed Robert Zavala to the Housing and Redevelopment A!2 w Advisory Committee in the category of Housing Authority Tenant (General). Mr. Zavala !4 *aI declined the appointment in order to remain on the Historical Preservation Commission. The z: vacant term expires in March, 1993. Icli In addition, the terms of Belynn Gonzales, Jim McNeill, Jeannine Resha, and Walter Riche expire in March, 1992. Belynn Gonzales was originally appointed in October, 1989 to the committee in the “Members of Existing Organizations” category. At the conclusion of this term, she will have served a total of two years and five months. Jim McNeill and Jeannine Resha were both originally appointed in November, 1991 to the committee in the “Special Training or Experience” category. At the conclusion of this term, they will both have served four months. Walter Riche was originally appointed in November, 1991 to the committee in the category of “Resident Owner/Occupant in Redevelopment Area”. Summary of Professional Experience January 1990 - Present North San Diego County Associate, Cohen & Associates, La Mesa, CA. As the North San Diego County Associate, Ms. Vredenburgh is responsible for collecting and reviewing of case material, inspecting accident locations, conducting various tests (including coefficient of friction and lighting tests) and preparing reports for products liability and personal injury accident cases involving safety and human factors engineering issues, especially those in North San Diego County. These issues include various product defects and allegations of failure to adequately warn or instruct; slips, trips, missteps and falls; as well as other issues of reasonable and prudent conduct. Ms. Vredenburgh is also conducting research in the areas of product warnings and stairway design. June 1984 - May 1989 Business Operations, Hughes Aircraft Co, El Segundo, CA. While at Hughes, Ms. Vredenburgh worked for four different Organizations: Product Operations, Proposal Control, Training, and Industrial Engineering. In Product Operations, she developed and implemented the emergency preparedness program plan conforming to OSHA requirements. She then conducted training seminars and was responsible for ensuring that all employees complied to the plan. She served as Editor and Publisher of the Division Newspaper and supervised the reporting staff. She conducted publications training for reporters and Management Information Services (MIS) staff. Other responsibilities while in Product Operations included performing a needs-analysis and developing 15 specifications to automate government reports by accessing a mainframe database. She also developed budgets, forecasts, and performance indicators. While in Proposal Control, Ms. Vredenburgh interfaced with Hughes’ customer (U.S. Army) regarding major proposal activity status. She also developed procedures for the Proposal Control Manual and prepared and revised procedures for government audits. As a Price/Cost Analyst, she performed analyses on major subcontractors’ proposals and developed Hughes’ negotiation position. She also participated in the Material Technical Liaison Program which included training in castings and sheet metal parts. In the Training organization, she co-authored the comprehensive Buyer’s Guide manual. She then developed curriculum and trained personnel in price analysis techniques. She also performed training needs analyses and implemented training program enhancements. Other classes she taught include business writing and various PC software classes. As a result of a phone call received today from Ms. Edwards, however, we learned that on March 23rd, she no longer was a Housing Authority Tenant. Therefore, she is no longer eligible to serve on the Committee in that category. As a result, there is still a vacancy on the Committee, but we have no applications for that category. The Housing & Redevelopment Department will be actively seeking applications from interested Housing Authority tenants. When we have received at least one application from an individual who is eligible in that category, we will prepare an agenda bill.
