RED CITY lbl RECOMMENDED ACTION: City Council adopt Resolution No. 9 2- 5 6 adopting the classification of Hou Program Manager. ITEM EXPLANATION: The Housing and Redevelopment Department currently has one generalist pos Senior Management Analyst which is vacant. This position is in charge of sup€ administration of the City's Section 8 Rental Assistance Program. Staff believe5 be a better utilization of resources if the vacant generalist position was convert specific position of Housing Program Manager. The Section 8 Rental Assistance Program is governed by U.S. Department of t and Urban Development (HUD) regulations and guidelines. Effective supervisic program requires an individual with technical training and experience in the arc Section 8 Housing Program administration. Improved efficiency resulting from knowledge of the Section 8 program will increase the ability of the housing div manage current participants, plan for increased HUD allocations and direct the into a profit making status. Without this specialist expertise the efficient admini the program is hindered and there is increased exposure to the City to fall bet constantly changing HUD regulations relating to the Section 8 program; e.g., s on hearings, case work determinations, etc. During the period of the current vacancy, the Housing and Redevelopment De has increasingly relied upon additional City services currently being provided k fund City staff (Finance, Building, etc.). The conversion of the vacant position hiring of a Housing Program Manager may provide additional financial relief to fund through reassignment of housing program related duties to the Housing I Manager. FISCAL IMPACT: The current position when converted to Housing Program Manager position w to be fully funded by grant funds from HUD for administration of the Section 8 Assistance Program. The salary range for the Housing Program Manager will be set at a biweekly s of $1,673 - $2,135. Since this salary range is the same as that of the vacant 2 Management Analyst position, there is no fiscal impact as a result of this staffii EXHIBITS: 1. Performs relat responsibilities as required. DlSTl NGU ISH ING CHARACTERISTICS: This is an advanced journey level housing program classification. This position administers a variety of programs and/or functions in the area of Section 8 housing rental assistance and is responsible for all aspects of management and supervision employees providing technical support to this area. This is an unclassified position that provides administrative assistance to the Housing and Redevelopment Director KEY R ESPONSI BI LIT1 ES: Acts in a staff capacity to implement the authority of the Housing and Redevelopmc Commission, City Manager, and Department Head. Supervises, trains and evaluates subordinates. Assists in the development and implementation of objectives, procedures and priorities. Reviews program regulation changes and assists in the revision of appropriate age policies and procedures. Explains the Section 8 Rental Assistance Program to prospective participants, ownt and property managers; schedules, coordinates and conducts briefing sessions. Schedules and interviews housing program participants to determine initial and continued eligibility. Verifies information provided by applicants and program participants. Prepares and establishes participant, landlord and related office files. Prepares and maintains a variety of reports, records and fiscal documents including periodic activity reports. Makes home visits when necessary to determine initial and continuing eligibility and performs quality control on housing quality standards. Answers questions on the Section 8 Rental Assistance Program in person and by telephone; refers participants and applicants to other service agencies as appropria Processes and advises participants and owners regarding transfers. Maintains appropriate records of required accounts payable to owners and process requests for payments on a regular schedule. Answers the telephone and assists the public in giving information as required. Performs related duties as required. REPORTING AND RELATIONSHIPS: This position reports to the Housing and Redevelopment Director and supervises assigned personnel.
