CM STATE SHORELINE EROSION FUNDING CITY M RECOMMENDED ACTION: Adopt Resolution No. 9 2 - 7 / in support of the inclusion of shoreline erosion funding in b act legislation. ITEM EXPLANATION: The Southern California shoreline has experienced significant erosion in recent years. Indivic' have caused millions of dollars worth of damage to the shoreline, including damage to sti well as severe beach and bluff erosion. Funding for shoreline stabilization projects has traditionally been included in statewide recreation bonds, in the form of local per capita and competitive grants. Assembly Bill 72 (Cortese) and Senate Bill 710 (Mello), if approved by the Legislature, are which would be placed before the voters in June 1992. AB 72, as originally written, includ for shoreline stabilization projects (seawalls) and for local assistance grants. However, bc components have since been deleted from the bill. SB 710 would provide $263 million coastal resource programs, including grants to local governments. This bill would al! $500,000 to the Coastal Conservancy to fund a study of shoreline erosion problems. The City Council, as part of its Legislative Program, has actively supported the inclusion ( both shoreline erosion control and stabilization projects in these bills and in similar legis1 position was adopted by the City Council as part of its 1992 Legislative Platform: "Wat Support efforts which would aid the restoration, preservation and enhancement of beach fro sand, bluffs and access."
