RECOMMENDED ACTION:
Council adopt Resolution No. qg- 95 approving an agreement between the
Carlsbad and the Regents of the University of California to provide for paramedic training.
ITEM DESCRIPTION:
The City of Carlsbad and the University of California at San Diego have an existing agree1
paramedic training. Under the terms of this agreement the City allows the University
paramedic interns on the fire department paramedic units for the duration of their twc
field internship. The intern is under the supervision and direction of a Carlsbad paramedi
qualified to perform as a preceptor.
The paramedic training program must include a field internship segment. There are c three programs within San Diego County, all of which rely on fire departments or paramedic providers to fulfill the field internship requirement. The existence of these p
provides agencies such as Carlsbad a broader field of candidates from which to choose whe
vacant paramedic positions.
Approval of this item will simply extend and update the current agreement.
FISCAL IMPACT:
No cost to the city.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORN APPROVING AN AGREEMENT BETWEEN THE CITY OF CARLSBAD ANE FNTS OF THF UNIVFRSITY OF CAI IFORNIA
The City Council of the City of Carlsbad, California does hereby resolve as follows:
1. That certain agreement between the City of Carlsbad and the Regents of the Unib
California for paramedic training, attached hereto as Exhibit A, is hereby approved.
2. That the Mayor of the City of Carlsbad is hereby authorized and directed to execu
agreement for and on behalf of the City of Carlsbad.

AND
THIS AGREEMENT, made and entered into this day of
1991, by and between The Regents of the University of Californ: on behalf of UCSD Medical Center's Department of Emergency Medic;
Services ( WNIVERSI!L'Yn) and CARLSBAD FIRE DEPARTMENT ("AGENCY' with reference to the following facts:
WITNESSES
WHEREAS, AGENCY has need to train AGENCY personnel
compliance with the provisions of California State Health Safe Code, 1481.1, and the Department of Transportation, Nation
Highway Traffic Safety Administration, National Training cours and
WHEREAS, UNIVERSITY is certified to instruct a paramed
training course as required by AGENCY and possesses facilities a qualified professional personnel to provide such traini
( llPROGRAM1v) : and,
WHEREAS, it is to the mutual benefit of both parties tt
AGENCY personnel designated as paramedic students ("STUDENT! obtain their training at UNIVERSITY.
THEREFORE, it is agreed:
1. BOTH PARTIES SHALL:
A. Acknowledge that all schedules and time frames I approximate as the core training is a competency-ba$
learning experience in which STUDENTS do not progrl from one phase to the next until competency has bl
demonstrated in each phase of the course. Additio supervised tutoring in any of the three phases descri in Paragraph 2.B. may be required at any time by teaching staff, including weekends, evenings,
holidays .
B. Insure that STUDENTS comply with UNIVERSITY'S '
Training Paramedic Performance Standards" described ExhibitA attached hereto and incorporatedherein by t reference.
Recognize that it is not possible for STUDENTS to ex
into PROGRAM after initial orientation due to
accelerated rate involved.

3 . AGENCY- SHALL: - -
Notify STUDENTS of their responsibility to:
A. Comply with UNIVERSITY administrative policie

B. Arrange their own transportation and living arrangement
C. Report to assigned work area on time following a

4. COMPENSATION
A. AGENCY shall pay UNIVERSITY the sum of $4,000.00 for ea STUDENT enrolled in PROGRAM which must be paid in ft

B. UNIVERSITY shall refund AGENCY, for STUDENTS P discontinue participation in PROGRAM due to failure

The term of this Agreement shall be from July 1 , through August 30 , 199%.
6. TERMINATION
A. Termination Without Cause. Notwithstanding any ot
provision to the contrary, this Agreement may
terminated without cause at any time by AGENCY UNIVERSITY upon thirty (30) days prior written notice the other party.

D. Worker's Compensation and Employers Liability Insurance in a form and amount covering AGENCY'S full liability under the Workers' Compensation Insurance and Safety Act of the State of California as amended from time to tlme.
E. Such other insurance in such amounts which from time to time may be reasonably required by the mutual consent of UNIVERSITY and AGENCY against other insurable risks relating to performance.
It should be expressly understood, however, that the coverag
required under this Section 7.A, B, and C shall not in any w limit the liability of AGENCY.

8. UNIVERSITY ' S INSURANCE AND INDEMNIFICATION
UNIVERSITY, at its sole cost and expense, shall insure activities in connectLon with this Agreement and obtain, k
in force and maintain insurance as follows:
A. Medical Professional and Liability Insurance for bodily injury, property damage and personal injury in an amount no less than one million dollars
($1,000,000) each occurrence, with a general
aggregate of five million dollars ($5,000,000) applying. If such insurance is written on a
commercial claims-made form, following termination of this Agreement, coverage shall survive for the
maximum reporting period available from insurance sources at each anniversary date of such insurance .

9. COOPERA TION IN DISPOSITION OF CLAIMS
AGENCY and UNIVERSITY agree to cooperate with each other

It is t intention of the parties to fully cooperate in the dispositi of all such claims. Such cooperation may include joi investigation, defense and disposition of claims of thi parties arising from services performed under this Agreemen

In the event of any dispute between the parties concerni

I. DIDACTIC --
A. All written work will be scored on a straight perctntase basis (no cumes or othe
relative ratings).
Minimum passing score on all written work is 80% (any retake scores must be i
minimum of 85% to be considered passing).
The didactic score will be calculated as follows:
Dailv Quizzes: Each quli will be scored separately and require an 80% score t
pass. All quizzes must be Einished within designated time kames. At the completic
of the didactic session, all quiz scores will be averased and will count toward tk
overaII didactic grade. A student will be dismissed from the program for failing:

EXHIBIT I) .. CRITERIA FOR SELECTION OF PARAMEDIC STUDENTS
Candidate must possess a current EMT-i A or EMT-I1 certificate or have possessed a valid
EMT-I A or EAMT-If certiftcjre within the past twelve, months.
Candidate must have a minimum o€ six months experience in the provision of emergency are
the prehospital setting as an EMT-1 A or EMT-11.
Candidate must possess a high school diploma or a GED certificate,
Candidate must submit a transcript from high school and from any institute of higher tduutio
Candidate must possess a current CPR card (AHNARC).
