Appoint public member to the Art Sculpture Negotiating Commiftee.

At its March 77, 7992 meeting, the City Council established a five me committee comprised of Mayor Lewiss Councilmernber Larson, Arts Cornmissit
Gary Wrench and Laurie Batter and a public member to meef with the art discuss possible modification to the sculpture.
The Council should consider an appointment of a public member fo, Committee.

Dear Mayor Lewis:
I watched with great interest the televised council meeting Wednesday,
March 25th. As a Carlsbad resident for 25 of my 32 years, I too am
concerned about the Split Pavillions. I completely understand your
mandate that the Resident at Large for the Special Committee should
be a person who has not shown publicly to be either for or against thi
project.
Listed below are some examples as to why I feel this way.
I feel that I could fill this temporary position very well.
1) Long time association with downtown business owners
2) Working relationship with local organizations, i.e.
Carlsbad Chamber of Commerce, Carlsbad Rotary, Carlsbad
Community Church
On organizational committees of The Carlsbad 5000, Rotary

I would like to submit my name for consideration as a citizen
representitive to the commitEee meeting with Miss Andrea Blum
I have lived in Carlsbad for eleven years and have been very
pleased with the improvements that have occured. I do not
pretend to be an artist, but I am experienced in dealing wit1
people. I worked thirty years as a customer representitive,
supervisor and teacher in the Business Ofc. of Pacific Telep
Co. I was responsible for customer orders,handling complain
and solving customer problems. As a supervisor I dealt with
most difficult of these. I often had five to seven employee
under my immediate supervision, but had to interact with as
many as one hundred employees within the office.
This art project is a very important issue to the citizens o
this city and I am hopeful an amiable solution can be found,

Svnopsis
This letter briefly reviews the design of Split Pavilion Park and the controversy
surrounding it. Then advocates removing the tall fence and replacing the ice plantheflecting pools with grass. And finally, presents recommendations to prevent future city/public controversies.
Park's Desian Review
0 Repiacing the smzlt rectangular fence posts (and clearance section) with
standard chain link fence posts drew extra attention to the fence.
0 Changing from the two-color scheme shown on the model to a monotone
scheme removed a significant design element.
0 Most people associate the size, color, and texture of the tall fence posts wi
construction or prison fences.
0 On the basis of the scale and perspective of the model, the best view of th
park would be 20 feet from the north-east corner approximately 30 feet in t air looking down on the park at sunset. Incidentally, no one in Carlsbad h;
this view, except perhaps the pelicans.
Problems Leading To The Current Controversy
0 The communication between the Art Commission and the public regardin?
the architecture of Split-Pavilion Park was inadequate in content and quar
The initial pamphlet illustrating the park was misleading. It was not widely
known that the model could be viewed at the library. Having Art Commiss
meetings at 4:OO PM limits participation from people that work between 8:1
AM and 5:OO PM.
0 The communication between the city and the public regarding project cos
was inadequate. The total project cost and breakdown are still not widely
known.
0 Spending a large sum of money on a single potentially controversial projc
seems senseless.
0 The art commission did not respond diplomatically with the public after th
controversy began. The head of the art commission was "short" with the public during the televised art committee meeting. Also, her remarks prir
in the Blade-Citizen during the last few weeks appeared inflammatory an
rude.

Proiect Modification Recommendations
0 Remove the eight foot tall fence.
0 Replace the ice plant with grass.
0 Fill the reflecting pool with dirt and top it with grass.
0 If the artist doesn't approve changes, move the park to a less controversial
locat ion.
Appoint a person with more diplomatic skill to head the Art Commission.
Recommendations For Future Proiect Communication (proiects over 50K)
0 Place illustrations in a local newspaper such as the Blade-Citizen once a
month from project inception to project completion, and list an address to
receive written public comment.
Have drawings made "to scale" not "to perspective". The artistic perspective
rendering on the brochure is as misleading as the presentation of new home$
on real estate brochures.
e Have drawings made with the actual background scene instead of artistically
pleasing and misleading backgrounds.
Place the drawings at the construction site for public information.
Have the artist fabricate photographs depicting views of the design from the
perspective of the person walking down the street. Some planning
commissions require this in order to determine the impact of new structures
on an existing neighborhood.
Redirect the art committee to subsidize the work of local artists and formulatc
a plan to involve grade and high school students in a review of their work.
Recognize the need for greater diplomacy when appointing such community
oriented positions such as Head of the Art Commission.

REVISION OF MEMBERSHIP FOR SPLIT PAVILION REVIEW COMMITTEE
It is my intention to revise the current membership on the Split Pavilion Review Comm
so that there will be a more equitable male/female balance on the Committee.
There currently are three men and only one woman on the Committee, so it is my inter
to have Council Member Margaret Stanton replace me on this Committee. I feel
change will make the Committee more balanced.
Mayor Pro Tem Ann Kulchin and Council Member Julie Nygaard will be screening
applicants for the citizen position on this Committee, and will make their recommend:
to me.
