ITEM EXPLANATION In 1986 the State of California enacted the Unreinforced Masonry Buildin (Chapter 250, statutes of 1986; SB 547 [August]; Government Code Section 8 seq.). The law was passed to minimize the risk to life from buildings whi vulnerable to earthquake forces, unreinforced masonry buildings. The law requirc Building Departments, in Seismic Zone 4, to identify all "potentially haz buildings" and establish a program for mitigation of identified potentially haz. buildings. Staff has identified the potentially hazardous buildings and is recommc adoption of the Uniform Code for Building Conservation Appendix Chapter Carlsbad's program for mitigation. The Ordinance requires a building owner to have a licensed architect or c structural engineer analyze the building and demonstrate its compliance o compliance with earthquake standards within 270 days. Should repairs be necc the owners have three years to complete the construction.
