U&M TO TOUR RECYCLING FACILITIES CIW MGR.:
RECOMMENDED ACTION:
92-133 Adopt Resolution No. authorizing out of state travel for two councilmembers and
one staff person and appropriating funds.
ITEM EXPLANATION:
The Cities of Carlsbad, Escondido, and Oceanside have been considering alternatives to
County waste disposal services, and are in the process of forming a joint powers
authority to consider these options. The City of Seattle, Washington has an innovative
approach to solid waste management, including utilization of rail-haul. Refuse collected
in Seattle is transported by train to Arlington, Oregon, where it is landfilled.
Representatives from Carlsbad, Escondido, and Oceanside have been invited to visit
beginning in Seattle, and meet the train in Arlington, where the waste is landfilled.
Additionally, the group will meet with City of Seattle staff involved in solid waste
management, and a volunteer group called "Friends of Recycling", which helps the City
promote its recycling programs. The trip is scheduled for June 13 - 16.

FISCAL, IMPACT:
The trip to Seattle for two councilmembers and one staff person will cost approximately
$2,700, and funds are available in the Solid Waste Enterprise fund.

WHEREAS, the City of Carlsbad takes an innovative and progressive appro;
to solid waste management; and
WHEREAS, City Council would like to consider alternative waste dispa
technologies; and
WHEREAS, Councilmembers and staff can learn from the City of Seatt
solid waste management program;
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City
Carlsbad as follows:
1. The above recitations are true and correct.
2. That out of state travel to Seattle, Washington by Council Mem
Nygaard and one staff person is hereby approved.
PASSED, APPROVED AND ADOPTED by the City Council of the City
Carlsbad at its regular meeting held on the 19th day of May, 1992, by the following vc
to wit:
