Adopt Resolution No. 92 -/YT, establishing staggered terms j seven member Citizen's Committee to Study Growth.
ITEM EXPLANATION The Council adopted Resolution No. 89-307 on August 22, 198! inadvertently did not include term limitations. The adopt this resolution will make it clear that each member serves year term and those terms will be staggered so that there 1 continuity on this Committee. The first two appointments w( made on August 22, 1993 or thereafter. It is suggested tl Committee recommend the identity of its members whose tern expire in each of the years since all seven members Committee were appointed at the same time in 1989.
FISCAL IMPACT Minor expenditures of staff time and costs noticing vacancies.

RESOLUTION NO. 92-145
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, CONTINUING THE EXISTENCE OF AND ESTABLISHING TERMS FOR THE CITIZEN'S COMMITTEE TO STUDY AND ASSESS THE
IMPACTS OF GROWTH IN CARLSBAD. -
WHEREAS, the City Council established a cit
committee to study growth by the adoption of Resolution No. 8
March 25, 1986; and
WHEREAS, seven members were appointed to this corn
by minute motion of the City Council on March 25, 1986; and
WHEREAS, those members continued to serve until th
Council appointed seven members by Resolution No. 89-307 on
22, 1989; and
WHEREAS, the Council amended Resolution No. 8L
August 20, 1991 by adopting Resolution No. 91-269 to est
four-year terms,
NOW, THEREFORE, BE IT RESOLVED by the City Council
City of Carlsbad, California, as follows:
1. That the above recitals are true and correct.
2. That the term of two members shall expire on
22, 1993, two additional members' terms shall expire on Augu
1994, and three members' terms shall expire on August 22,
Thereafter, members shall be appointed to four-year tei
provide continuity to the Committee.
3. The Committee may recommend the order in whi
terms of incumbent members expire and report is recommendati
the City Clerk at least 30 days prior to the expization 1
initial term or sooner, should a vacancy occur.
