RECOMMENDED ACTION:
Adopt Resolution No. 92- /sg approving the amended classification of
Housing and Redevelopment Director and the revised Management Salary
Schedule.
ITEM EXPLANATION:
The position of Housing and Redevelopment Director is currently vacant.
This position is under the general direction of the Community
Development Director, and directs and manages the activities of the
Housing and Redevelopment Department.
The job description of this classification has been revised to better
reflect the responsibilities, qualifications and experience needed for this
position. The salary range has been correspondingly decreased by 8.4% to
$2,467 to $3,149 biweekly.
The salary range has been realigned to coincide with other Department
Head salary ranges. The proposed salary range places the Housing and
Redevelopment Director in alignment with the Department Head positions
in Finance, Human Resources, Parks & Recreation, and Utilities &
Maintenance .
The job description and the revised Management Salary Schedule are
attached as exhibits to the Resolution.
FISCAL IMPACT:
The bi-weekly salary range for the position of Housing and Redevelopmen
Director represents potential savings for the Housing and Redevelopment
Department.
Budget at the adjusted salary range.

A RESOLUTION OF THE CITY COUNCIL OF THE CIW OF CARLSBAD,
CALIFORNIA, APPROVING THE AMENDED CLASSIFICATION OF
)-1OUSING AND REDEVELOPMENT DIRECTOR
WHEREAS, the City Manager recommends the adoption of the
amended classification of the Housing and Redevelopment Director.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Carlsbad, California, as follows:

That the above recitations are true and correct.
That the City Council authorizes and directs the City
Manager to amend the classification of Housing and Redevelopment
Director as described in Exhibit A.
3. That the City Council authorizes and directs the City
Manager to add the amended classification of Housing and
Redevelopment Director at $2,467 to $3,149 biweekly to the
Management Salary Schedule as described in Exhibit B attached I hereto and made a part thereof.

JOB TITLE:
DEPARTMENT: Housing and Redevelopment
BASIC FUNCTION:
Under general direction of the Community Development Director,
administers, directs and manages the activities of the Housing and
Redevelopment Department.
KEY RESPONSIBILITIES:
Planning, organizing and coordinating programs and activities of the
Redevelopment Agency and Housing Authority.
Direct on-going day-to-day operations of the Redevelopment Agency and
Housing Authority.
Participate in the Development and Implementation of Goals, Objectives,
Policies and Priorities for the Department.
Supervise development and administration of Department budgets.
Prepare and implement plans to encourage economic development, housinc
redevelopment and retail enhancement in the Village Redevelopment Area
Develop and implement Affordable Housing Programs and expenditure of
Housing Set-Aside funds.
Participate in the negotiation and administration of property disposition
and development agreements, including agreements for affordable housin
Provide staff support to the Housing and Redevelopment Commission (Cii
Council), the Housing and Redevelopment Advisory Committee, Design
Review Board and other boards, committees and commissions establishe
