The recommendations which should be immediately implemented include: 1) establ new classifications -- Senior Circulation Supervisor, Circulation Supervisor, Library 1/11, Principal Librarian, Media Programming Specialist and Library Services Special change title of Librarian 111 to Senior Librarian; 3) reclassify the Branch Manager fr Library Assistant 111 to Library Services Specialist; 4) reclassify the Media Services 1 to Media Programming Specialist; 5) eliminate the Library Assistant 111 position; 6) the Librarian I and I1 classifications so that Librarian I may progress to Librarian I1 ing a minimum of two years of successful performance. These recommended chang clarify the duties of the positions involved and make more precise the distinction b professional, paraprofessional and clerical duties and tasks. The new and revised E descriptions are attached as Exhibit 1. To support the proposed classification changes, it is recommended that the Managt Salary Schedule be modified to reflect the new classification and salary range for t. Principal Librarian, the Media Programming Specialist and the Library Services Spc is further recommended that the General Employee Salary Schedule be modified to t k4 0 a PAGE 2 OF AB# il, ")A - the classifications of Senior Circulation Supervisor, Circulation Supervisor, Library CL and 11 and Senior Librarian, and that the Library Assistant 111 classification be deleted FISCAL IMPACT The one new position recommended, Principal Librarian, is not being requested in F 93. The other five positions are title changes from previous positions. Two of these Library Services Specialist and Media Programming Specialist, have fiscal impacts. P fication of Library Assistant 111 to Library Services Specialist will result in a cost of a $4,000 for FY 1992-93. Since Media Programming Specialist would be set a lower : range, the reclassification from Media Services Manager could result in an annual sa about $2,500. The final recommendation, that Librarian I and I1 be bifurcated to pc Librarian I to progress to Librarian I1 after two years of successful performance, will one eligible staff member and result in an increase for FY 1992-93 of about $1,700. No special experience in or out of libraries is required. As incumbent in positions at this level progress through successful on-the-job experience, they may reasonab expect to progress to Library Clerk 11. KEY RESPONSIBILITIES: Work at the library circulation desk, charging and discharging library materials. Shelve books, periodicals, videos and other library materials, and clean and repair books. DISTINGUISHDIG CHARACXERISTICS: Positions allocated to this class perform journey level professional library work with a minimum of supervision requiring prior professional library experience. This class is distinguished from the Librarian I class in that incumbents assigned to this class are required to utilize considerable independent discretion while performing a broad range of technical, professional, and supervisory duties. An enny level librarian may be assigned to this classification after two year! of successful performance as a Librarian I. KEY RESPONSIBILITIES: Assist in the planning, organization, and direction of a variety of library services, such as reference services, selection, technical services and inter-library loan services. Assist patrons in making effective use of library facilities by answering questions and helping them use the library's resources. Assist in selecting and cataloging books, periodicals, and other resource materials, and perfom a variety of other professional library work requiring a thorough knowledge of books and library resources. Superzise paraprofessional and clerical personnel in arranging displays and exhibits and organizing special liirary events. Supervise employees in all phases of libmy senices such as the charging and discharging of books, recording and collecting of fines and maintenance of books and shelving. Prepare reference material lists and bibliographies, read books and prepare book reviews. Respond to citizen requests for information; route the more complex requests to an approprk source. Represent the City hirary in the community and at professional meetings as required.
