CITY HALL/LIBRARY XERISCAPE PROJECT

RECOMMENDED ACTION:
Approve the conceptual landscape plan for the xeriscape project at City Hall/Librat
and direct staff to proceed with project development.
ITEM EXPLANATION:
One of the City Council's Goals and Objectives is to promote the "Carlsbad Watc
Ethic" including the use of water conserving landscapes or "xeriscape" landscapin!
In response to this goal and the continuing need to conserve water, staff hz
proposed a program to retrofit the existing landscapes of several City facilities in1
xeriscape themes. The City Hall and Library xeriscape projects are the first majc
projects in this series and it is proposed that the City Hall portion would be tt-
flagship project due to it's prominence.
The general location of the City Hall project will wrap around City Hall at the cornc
of Pi0 Pic0 and Carlsbad Village Drive where currently exists a turf area. Tt-
Library portion is located between Carlsbad Village Drive and the Library parkin
lot where there is also an existing large turf area.
The goal of the landscape design at City Hall (refer to concept plan, Exhibit 1)
to:
1. Promote xeriscape principals by utilizing drought tolerant plant
lawn substitutes, mulching, various use of non-living materials ar
textures, and water saving irrigation techniques. 4 2. lnteqrate the xeriscape design into the adjacent existing City H:
landscape (to keep it from looking tacked-on or like an after thoughi
3. Improve the entry into City Hall from the parking lot through tt- 2 addition of steps, pavers, and a new walkway.

No plans have been prepared to date for the xeriscape conversion at the Libra
parkway along Carlsbad Village Drive, however it is proposed that this proje
would consist of replacing the existing lawn area with low water use ground cow
and shrubs. Existing irrigation would be retained. Several walkways would 1:
added between the sidewalk adjacent to Carlsbad Village Drive and the sidewa
adjacent to the parking lot to enable people to walk between the new ground COVI
areas.

The City HaWLibrary xeriscape proposals have been reviewed by the Wate
Commission and the Parks and Recreation Commission on May 13, 1992 and Ma
18, 1992, respectively. Both commissions approved the projects with comment
and suggestions including:
1. Add seating near City Hall steps.
2. Add walkway into landscaped area for viewing.
3. Add low level lighting to accent plants and materials.
Staff concurs with these additions and will incorporate them into the constructic
documents.
FISCAL IMPACT:
Funds in the amount of Forty Two Thousand dollars ($42,000) have been previous1
appropriated in the Carlsbad Municipal Water District's "Conservation Prograr
Account". Additionally, there is approximately $5,000 appropriated in the Par
Department's 1991 - 1992 budget for this project. The estimated total cost of bot
projects is $47,000.
The following is a cost estimate break down on the proposed City Hall concept pla
as well as an allowance for the Library portion.
