RECOMMENDED ACTION: Adopt Resolution No. W2m approving the cost sharing agreement between the City Carlsbad, the Carlsbad Unified School District and the Encinitas Union School Distric for the Drug Abuse Resistance Education (DARE) Program for fiscal year 1992-93. ITEM EXPLANATION: The City has agreed to provide the Carlsbad and Encinitas school districts with the DARE Program for their elementary schools for fiscal year 1992-93. The City has alsc agreed to provide the DARE Program to Carlsbad school district’s junior high and hig schools. The Police Department has staffed one DARE officer to Carlsbad and Encinitas elementary schools and one to Carlsbad junior high and high schools in accordance with the agreement. Each school district has agreed to pay for one-half * cost of their program. The cost of each officer is $50,000. Carlsbad Unified School District’s cost share for the DARE Program for the elementary, junior high and high schools is $43,750; Encinitas Union School District’s cost share for the elementary school is $6,250 - a total of $50,000. FISCAL IMPACT: The cost sharing payments of $50,000 will be placed into the General Fund Expense Account and used to offset the cost of the DARE Program to the City. EXHIBITS: 1. That the cost sharing agreement for the Dare Program, attached hereto as Exhibit 2, between the City of Carlsbad and the Carlsbad Unified School District is hereby approved. 2. That the cost sharing agreement for the Dare Program, attached hereto as Exhibit 3, between the City of Carlsbad and the Encinitas School District is hereby approved. 3. WHEREAS, the City and the School District find tha would be mutually beneficial to share the costs of the Drug I Resistance Education program, hereinafter called D.A.R.E., parties agree as follows: The City agrees to provide the School District wit elementary school D.A.R.E. program as described in Exhibit "A' the School District agrees to pay the City a sum certain of $lI toward the cost of this program. Topics covered will include but not be limitcd to: Showing students how to say no to peers who offer them drugs. Developing self-esteem. Being assertive Understanding the social pressures which encourage drug use. Learning positive things they can do instead of using drugs. h abbreviated program will also be given to children from Iundcrgarter the fifth grade. High school students who are not enrolled in the health education classe: who have already completed the classes will receive an abbreviated progrz Junior High School Level - E The Drug Resistance Program at the Junior High level will include but noi be limited to: Reinforcing techniques for saying no to others who offer drugs Feeling good about oneself Being assertive Understanding the social pressures which encourage drug use Decision making Understanding personal. rights and responsibilities A semester course will be given to students during the eighth grade. Both have been signed by our Superinten Donald E.Lindstrom. When they have been signed by the Carlsbad City Atto the Mayor, and the City Clerk, please return one copy with original signatur me. The date will need to be inserted on the first page as well. In a telephone conversation with Sgt. Don Sisselberger on Thursday, May 14t discussed the method of payment to the City of Carlsbad. It would greatly fac again early in June, 1993. Each invoice should be for the amount of $3,12 a total of $6,250, as outlined in the contract. If those invoices are sent to I the District Office, I would more than happy to oversee payment. I am delighted that we are again able to contract with the City of Carlsbad fc D.A.R.E. program.
