ENG CITY A CITY M CARLSBAD TRACT NO. 83-32 I CALAVERA HILLS VILLAGE "Q, PUD 62 RECOMMENDED ACTION: Adopt Resolution No. 92 -&!I/ approving the Final Map for Carlsbad Tract No. Calavera Hills Village "Q", PUD 62. ITEM EXPLANATION: Engineering staff has completed checking the final map of Carlsbad Tract 83-32 known as Calavera Hills Village "Q". This subdivision is located on the northeaster of the City bordering the City of Oceanside close to the intersection of Tamarack A and Carlsbad Village Drive. It is comprised of 146 lots with uses as follows: 140 family residential units and 6 open space lots. The tentative map for CT 83-32 was originally approved by Planning Commission o 1 1,1984 pursuant to Resolution No. 2292. On September 4,1984, City Council app the tentative map pursuant to Resolution No. 7728. On July 28, 1987 an extension c with added conditions was granted by City Council per Resolution No. 9176 Planning Commission revised the conditions of approval in their substantial conforn determination of May 17, 1989. During the past couple of years, this map has tolling until the approval of the Local Facilities Management Plan in 1989 an Financing Plan for LFMP Zone 7 in 1991. The final map conforms substantially with the Subdivision Map Act, the Car Municipal Code and with the tentative map as approved and the revised conditio approval. This map has been found to be consistent with the Growth Management Ordinancc the requirements of the Local Facilities Management Plan for Zone 7. Current public facilities within or impacted by Zone 7 meet or exceed the adopted perform standard. For a more complete analysis of the public facilities impact for this projec the attached Local Facilities Impact Assessment Form, The project density is 3.25 du/acre and is slightly above the Growth Management Cc Point of 3.2 du/acre. The findings required to approve the project above the Gr Control Point were made as a part of the Planning Commission substantial conform determination of May 17, 1989. The developer has contracted with a licensed environmental consultant to prc construction observation and monitoring services for the mitigation measures requirt the tentative map and the environmental impact report for the subdivision. Howevt additional environmental study is required and is presently being done to suffici determine the impacts of this proposed development to the California Gnatcatcher ha No grading permits will be issued until this additional environmental study is compl and any additional mitigation requirements are resolved. This project is consistent with the General Plan and RLM Zone, meets all requirerr Ordinance and complies with Growth Management. The developer has securec required improvements in a form acceptable to the City. Likewise, any additional drainage area fees are unki and will be assessed at the time the City adopts a revised drainage fee schedule. F improvements for this project include the construction of College Boulevard, the extei of Carlsbad Village Drive and the construction of interior public streets withit subdivision to City Standards and construction of water systems, storm drains and I system as shown on the improvement plans. No detailed economic impact analy this development has been conducted. While increased operating expense related t project are expected to be offset from the increased tax or fee revenue, no percentage of offset can be predicted. In connection with the approval of Phase I development of Calavera Hills Master Plar southerly 8.685 acre portion (Village F) of the Calavera Hills Community Park dedicated by the developer and accepted by the City. The northerly 7.471 acre PC of said community park (Village E-2) was required to be dedicated during the Ph: development of said master plan as a condition of the tentative map extension for C 32 (Village Q) and CT 83-19 (Village T) on July 28, 1987. The City acceptance c northerly 7.471 acre was done on September 22, 1987 pursuant to Resolution No. ! The development of Phase I and 11 reduced the park dedication credit balance to ! acres. The proposed development of Villages Q and T will further reduce the ( balance to 6.158 acres. For a more detailed analysis of the park dedication and ( balance, see the attached Park Dedication and Credit Summary. This project is located within Community Facilities District No. 1 (CFD). Upon record of the final map, the CFD will be apportioned to all lots within the subdivision wit. exception of Open Space Lots 141 through 146. Because this is a residential subdivi the owner will be required to pay the one time special development tax upon issu of each building permit within the project.
