ECOMMENDED ACTION:
Adopt Resolution No.”i-S!L approving the Final Map for Carlsbad Tract No. Calavera Hills Village ‘T, PUD 56,
ITEM EXPLANATION:
Engineering staff has completed checking the final map of Carlsbad Tract 83-1
known as Calavera Hills Village ‘T. This subdivision is located on the northeast€
and Carlsbad Village Drive. It is comprised of 363 lots with uses as follows: 342
family residential units, 19 open space lots and 1 school site.
The tentative map for CT 83-1 9 was originally approved by Planning Commission t
1 1 , 1984 pursuant to Resolution No. 2289. On September 4,1984, City Council api
the tentative map pursuant to Resolution No. 7727. On July 28, 1987, an exten
time with added conditions was granted by City Council per Resolution No. 917
Planning Commission revised the conditions of approval in their substantial confor
determination of July 17, 1989. During the past couple of years, this map has beer
until approval of the Local Facilities Management Plan in 1989 and the Financing F
LFMP Zone 7 in 1991.
The final map conforms substantially with the Subdivision Map Act, the C;
Municipal Code and with the tentative map as approved and the revised condit
of the Gity bordering the Gity of OGeanside Glose to the intersection of Tamarack 1
This map has been found to be consistent with the Growth Management Ordinan
the requirements of the Local Facilities Management Plan for Zone 7. Currei
public facilities within or impacted by Zone 7 meet or exceed the adopted perfor
standard. For a more complete analysis of the public facilities impact for this projc
the attached Local Facilities Impact Assessment Form.
The project density is 3.25 du/acre and is slightly above the Growth Management (
Point of 3.2 du/acre. The findings required to approve the project above the I
Control Point were made as a part of the Planning Commission substantial confor
determination of May 17, 1989.
The developer has contracted with a licensed environmental consultant to F
construction observation and monitoring services for the mitigation measures requ
the tentative map and the environmental impact report for the subdivision. Howe
additional environmental study is required and is presently being done to suffi
determine the impacts of this proposed development to the California Gnatcatcher t
No grading permits will be issued until this additional environmental study is corr
and any additional mitigation requirements are resolved,
This project is consistent with the General Plan and RLM Zone, meets all requirt
of the Zoning Ordinance, Hillside Development Regulations, Planned Develc
Ordinance and complies with Growth Management. The developer has secur
required improvements in a form acceptable to the City. Staff recommends acce
of the final map for CT 83-1 9.

FISCAL IMPACT:

The exact amount of public facility fees are unknown until the applicant submi
application for Building Permits. Likewise, any additional drainage area fees are unk
and will be assessed at the time the City adopts a revised drainage fee schedule. f

plans. No detailed economic impact analysis of this development has been condi

In connection with the approval of Phase I development of Calavera Hills Master Pla
southerly 8.685 acre portion (Village F) of the Calavera Hills Community Park
dedicated by the developer and accepted by the City. The northerly 7.471 acre p
of said community park (Village E-2) was required to be dedicated during the PI
development of said master plan as a condition of the tentative map extension for (
32 (Village Q) and CT 83-19 (Village T) on July 28, 1987. The City acceptance
northerly 7.471 acre was done on September 22, 1987 pursuant to Resolution No.
The development of Phase I and II reduced the park dedication credit balance to
acres. The proposed development of Villages Q and T will further reduce the

This project is located within Community Facilities District No. 1 (CFD). Upon recor
of the final map, the CFD will be apportioned to all lots within the subdivision WI
exception of Open Space Lots 344 through 361 inclusive and Lot 363. Because
a residential subdivision, the owner will be required to pay the one time s
development tax upon issuance of each building permit within the project.

WHEREAS, Lyon/Copley Carlsbad Associates, L.P., a California L
Partnership, the owner of the land proposed to be subdivided, have submitted a fin:
known as Carlsbad Tract No. 83-19 to the City of Carlsbad for approval; and
CALIFORNIA, APPROVING THE FINAL MAP FOR CARLSBAD TRACT 83-
WHEREAS, the Tentative Map of Carlsbad Tract No. 83-1 9 with conditions
was approved by the Planning Commission on July 11, 1984 pursuant to Res(
Number 2289; and
WHEREAS, the City Council approved Planning Commission Resolution Nc
at its meeting of September 4, 1984 pursuant to Resolution No. 7727; and
WHEREAS, the City Council approved an extension of time for the Tentativ
at its meeting of July 28, 1987 pursuant to Resolution No. 9177; and
WHEREAS, a substantial conformance determination with revised conditi
