HR OF RISK MANAGER CITY RECOMMENDED ACTION: Adopt Resolution No. 52-2/3 approving the amended classification of Ris Manager and the revised Management Salary Schedule. ITEM EXPLANATION: The position of Risk Manager is currently vacant. This position is under the general direction of the Financial Management Director, and directs and manages the City's Risk Management Program. The job description of this classification has been revised to better reflect the responsibilities, qualifications and experience needed for th position. The salary range has been correspondingly adjusted to $1,895 $2,419 bi-weekly. The job description and the revised Management Sala Schedule are attached as exhibits to the Resolution. FISCAL IMPACT: The recommended bi-weekly salary range for the position of Risk Manag represents potential savings for the City. This position will be includec in the 1992-93 Operating Budget at the adjusted salary range. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the City Council authorizes and directs the City Manager to amend the classification of Risk Manager as described ir Exhibit A. 3. Risk Manager DEPARTMENT BASIC FUNCTION: Under the general direction of the Financial Management Direct0 manage the City’s Risk Management programs including liabilil claims management, safety training, loss prevention, and othc insurance programs. The position may also perform other relatt duties as necessary. DISTINGUISHING CHAWlCTERISTICS: This single position class is generally responsible for planning ax implementing systems and programs in the above areas. TI position also provides support to City departments and Cj Manager in areas related to risk management. KEY RESPONSIBILITIES: Manages the City’s claims administration programs; maintai relations with all segments of the work force and mak improvements to the system to guarantee that all departments i proactive in the provision of claims related services. The R Manager works in cooperation with the City Attorney and C Clerk, and will assist in the management of liability claims receiT by the City. The Risk Manager will provide a link between I claimant, the City Attorney’s Office, and the City’s third pa administrator, and creates a system that allows claims to processed in a fair and impartial manner. Ensures that the City is maintaining the necessary level of sal training; the provision of relevant safety training to all C employees is one of the key functions of the Risk Managem department. The Risk Manager will work with all departments to ensure that the necessary training is carried out, and that a sysl e e Risk Manager (cont) is developed to record the results of the training efforts. The Ris' Manager may be assisted by consulting services, where necessaq in the accomplishment of this task. Implements the loss prevention program; the Risk Manager will 1 responsible for implementing Council Policies dealing with th City's loss prevention program. One of the major efforts of the Ric Management Department is to identify and eliminate risks both . the work place and in the City in general before a loss can occur. Other duties mav include the following: Analyze and report on legislation affecting the CitJ exposure to risk in all areas. EXPERIENCE AND EDUCATION. Any combination of experience and education that would lik provide the required knowledge, skill and ability is qualifying. typical way to obtain the knowledge, skill and ability would be: Three to five years of professional experience administeri risk management functions including working as management analyst or in a position providing high le support to management decision makers: completion of toll level course work in risk management relal fields. Increasingly responsible experience administration, management systems, operation, budget or related work.
