Approve Resolu No. ?%-a/ 5 adopting annual benefit assessments for Street Lighting Landscaping District No. 1 benefit areas. ITEM EXPLANATION: At the June 16, 1992, meeting, Council approved Resolutions No. 92-168,92-169, 92-170 which directed the Utilities & Maintenance Director to submit an Enginf Report; approved the Engineer's Report; and set a public hearing for July 7,*1992. purpose of the hearing is to accept public comment and consider approval of st4 recommendations to levy assessments to fund street lighting and landscape service The City's Street Lighting District was formed in 1983 according to the provision the Streets and Highways Code known as the Landscaping and Lighting Act of 15 The costs of maintaining the City's street lights are funded from assessments to E property owner based on benefit. In fiscal year 1989-90, Council approved the addition of two landscaping zones to original District by Resolution No. 89-194 passed June 6, 1989, at the District's pu hearing. The two zones formed were a Tree Trimming Maintenance Benefit Zone a Median Maintenance Benefit Zone which were to be phased into total assessn- financing over a three year period. Fiscal year 1992-93 will be the second yea which street tree and median maintenance have been fully funded by the dist assessments. The Street Tree Benefit Zone provides funding for City crews to respond to citi requests as well as provide ongoing preventative tree maintenance. Responsiveness The Median Maintenance Benefit Zone funds landscape maintenance for the medi throughout the City. Services are provided by contractors and City staff. Clean, n medians promote a positive image of the City of Carlsbad and reflect the effectiver of these programs. The attached Engineer's Report contains a complete description of services and cost the street lighting and landscaping services to be performed. I q PAGE 2 OF AB# I}, 7 7 P FISCAL IMPACT: The total street lighting and landscaping budget for FY92-93 is $1,603,987. A 2.2 decrease in the street light maintenance zone is due to more efficient use of staff tir and equipment as a result of the staff's night surveillance program. The street tr maintenance zone budget shows an increase of 7.3% for FY92-93 due to increased co! of maintenance and operation associated with the program which are now mc accurately identified. The median maintenance zone budget shows an increase 9.09% which is due to the cost of additional maintenance for new medians in Camino Real between Chestnut and Carlsbad Village Drive and in Carlsbad Bouleva near Pine Avenue. A single family residential parcel which benefits from street lighting, street trl maintenance and median maintenance would have a total anticipated assessment $81.04 for fiscal year 92-93. (See below.) Within Zones B, C, and D are several codes. The code being the area/areas developed the same time and containing the same City standard of street light spacing. The assessment to parcels within any one code will be based on one of the followii methods: 1. C:\WPSl\FILES\HLH92008.EO 0 0 METHOD AND FORMULA OF ASSESSMENT SPREAD FOR LANDSCAPING STREET TREE MAINTENANCE Street Trees are in the street right-of-way, generally between the curb ai sidewalk and/or property line in the areas indicated in Exhibit "B". Ea property receives approximately the same benefit. Therefore, st: established a benefit formula in which each parcel is given an equivale dwelling unit (EDU) based on the average size of a single family resident: lot in the City of Carlsbad (7,500 square feet or .17 acres). Thus, each sing family parcel is given and EDU of 1.0, while most other parcel are given i EDU based on the following formula: Acreage = EDU .17 MEDIAN LANDSCAPE MAINTENANCE This service generally benefits all parcels and residents in the Cit Accordingly, all parcels share in the cost. However, parcels which front upc streets which receive median landscape maintenance services general receive more benefit from landscape median improvements than othl parcels. Thus, all parcels in the City share in the cost of median landscal maintenance using the same EDU formula proposed for Street Trc Maintenance and those parcels which front on streets with landscape medians are assessed twice the amount of other parcels not fronting on tE median streets.
