ITEM EXPLANATION The City Manager received a request from the North Coast San Diego County League of Women Voters to be placed on the City Council Agenda. The League would like to present a proposal to create a Housing Commission to aid in the implementation of the Housing Element of the General Plan. The subject is the Housing Element. League plans to present a proposal to create a Housing Commission to aid in the implementation of the Housing Element. Margie Monroy, League Co-President, will be the presenter. She will send a proposal letter which we would like to be included in the Council packets. Box 727, Cardiff-by-the-Sea, California 92007 0 0 I League of Women Voters North Coast San Diego Count; July 14, 1992 4u @€l, Mayor Claude "Bud" Lewis 1200 Carlsbad Village Drive Carlsbad, CA 92008 Dear Mayor Lewis: The League of Women Voters of North Coast San Diego County has requested time this evening to discuss the new housing - element, especially in regard to its affordable housing requirements which are in keeping with long-held League positions on this subject. We congratulate the city of Carlsbad on being one of the first cities in California to gain state approval of its proposed housing element. This demonstrates the political will on the part of the city to dedicate sufficient staff time to the task of getting the element through the state approval process. Now the staff is drafting the ordinances that will allob the affordable housing provisions of the housing element to be implemented. Clearly Carlsbad will soon be in thf position to move on housing. The League urges the cit: to now take another positive step by appointing a citizen advisory committee to assist in the implementation o the housing element. Presently the only citizen advisory body that deals wit housing is the Housing and Redevelopment Advisory Committee However we are inforined by their staff that this committc will deal only with housing in the redevelopment ares a very small section of the entire city. In July and August of 1991 when the League spoke in favc of the proposed housing element to the planning commissic and city council, we suggested the formation of a city-wit housing advisory committee to deal with affordable housi and other housing issues. Several other community grou also made this recommendation in the course of the 19 hearings. The League has requested that this item put on the agenda tonight so the council can discuss tk subject and inform the citizens of its position on it. P.O. Box 727, Cardiff-by-the-Sea, California 92007 e e . t- . c ? The League believes that a housing comnittee could gather public input on proposed projects and possibly forestall controversy . A housing committee could provide a forum in which citizens could learn about the provisions of state law, city ordinances and the housing needs of the community. By the time an individual project comes to the point of public hearings at the planning commission and city council, the time for meaningful citizen input has passed. The League of Women Voters advocates the promotion of an open governmental system that assures opportunities for citizen participation in government decision making. Many difficult decisions will have to be made in the implemen- - tation of the housing element. What form will the proposed affordable housing take? Where will it be? How will it be financed? How does the requirement for affordable housing affect Growth Management? Recently the city has devoted much time and expense tc inclusion of citizen input in the update of the general plan. At the recent community forurn on the housing element that took place as part of the general plan update process, the moderator told the citizens that the theme of the evening's discussions would be "hard choices.'' The LeaguI of Women Voters urges the city to continue its polic: of giving the citizens a voice in these choices by appointinj a citizens advisory housing committee representative o all the social, ethnic, economic and geographic area of the city.
