RECOMMENDED ACTION:
That the City Council ADOPT Ordinance No. Ns-2~ 7 amending Title 18, CI
18.04 of the Carlsbad Municipal Code to adopt by reference the 1991 Uniform Bl
Code and the 1991 Uniform Building Code Standards.
ITEM EXPLANATION
Staff is proposing adoption of the Uniform Building Code, 1991 Edition, to repla
similar 1988 Edition now in effect. This will bring the City regulation into conf
with the State. The 1991 Code contains significant changes concerning haz;
materials, seismic design, masonry, exiting and fire resistive standards.
Government Code Section 50022.3 requires that this matter be introduce
subsequently scheduled for a public hearing for adoption of the code and its assc
standards.
FISCAL IMPACT
The 1991 Uniform Building Code contains no increase in fees.

The City Council of the City of Carlsbad, California, does ordain as follow
SECTION 1 : Whereas, the City of Carlsbad is supplied with water and se\

7 certain areas by other entities. It has been necessary in the past to allocate sewc
8 (Sections 303(a) and 303(d).) The seismic Zone Map, Figure 23-2, does not (

show which seismic zone contains the City of Carlsbad. (Section 2333(b).) AI
amendments are in reference to fire protection. The City of Carlsbad has man1
11 brush-covered hillsides. The City is subject to a frequent Santa Ana condition (

13 I/ gusty winds, which creates extreme fire danger. The City Council specificall:
14 that these geographic and topographic conditions require greater fire protectio

NOTICE IS HEREBY GIVEN that the City Council of the City of Carl sbad will hold public hearings at 6:OO p.m. on Tuesday, August 18, 1992, at the City Council
Chambers, 1200 Carlsbad Village Drive, Carlsbad, California, to consider the adoption by reference of the 1991 Editions of the Uniform Building Code and Uniform Building Code Standards, the Uniform Mechanical Code, and the Uniform P1 umbi ng Code.
Copies of the Codes and copies of the Ordinances are on file in the City Clerk’s Office, 1200 Carlsbad Village Drive, Carlsbad, California, and are open to public inspection.
