U&M OF ENCINA COMPOSTING FACILITY DEI CIT CIT 2 2 b a g Z 3 0 0 !- C1-m OF CARLSBAD - AGENW BILL RECOMMENDED ACTION: Adopt Resolution No. 9dZ-$?d approving the site identification and description of Encina Composting facility for inclusion in the County Solid Waste Management P ITEM EXPLANATION: The Encina Wastewater Authority (EWA) is a public agency that operates administers the Encina Water Pollution Control Facility (EWPCF). The EWPC located in Carlsbad and provides wastewater treatment services to over a quarter million North San Diego County residents. The facility serves the Cities of Carlsbad Vista, Buena Sanitation District, Vallecitos Water District, Leucadia County W District, Encinitas Sanitary District, and various septic system users within and oul of the EWA service area. The sewage treatment process generates sludge which must be disposed of thrc landfilling or recycling. The EWA now recycles approximately 95% of the slud; generates through land application or composting. However, none of the coni alternatives are located in San Diego County, and the closest option is 85 miles j the EWPCF. Local landfilling of sludge that is less than 50% solids is currently available. Encina has supported the County's efforts to mix sludge with soil and the mixture as interim landfill cover. It is not known whether this option wi' available in the future or if it will be cost effective. To establish a reliable long term sludge management solution, the EWA has 1 working toward establishing a composting facility in North County. This will elid the uncertainty and long distance hauling now required for land application, decrease the need to utilize landfill disposal as a fallback option. Eight sites were initially reviewed. Subsequently, three of these sites unden detailed environmental assessment. The sites were evaluated based on 22 crit including land use compatibility, site access, and availability of utilities. The selected for the composting facility is a 71 acre parcel located immediately west o San Marcos landfill and south of Questhaven Road. The site is in the unhcorpor area, within San Marcos' sphere of influence. However, an application for annex: has not been filed. The site is currently used by SDG&E as a mulching site for 8 waste materials. The EWA is in the process of negotiating with SDG&E to acquirc property- The EWA must acquire a Solid Waste Facilities Permit from the California Integ Waste Management Board. Before this permit can be obtained, the project mu; m w ‘k PAGE 2 OF AB# ’{ 8 30 included in the County Solid Waste Management Plan (CoSWMP). To be includc the CoSWMP, the County Board of Supervisors and each City Council shall resolution, approve or disapprove the site identification and description within 90 after it was initially submitted to the Clerk of the County Board of Supervisors ( 19,1992). Each city shall notify the County Board of Supervisors of its decision w the 90-day period. If the County or a city fails to approve or disapprove the identification and description within 90 days, the city or County shall be deem( have approved the site identification and description. The EIR was certifie February, 1991, and the EWA intends to file a Conditional Use Permit application the County in November. A local sludge composting option is consistent with the City‘s recently adopted Sc Reduction and Recycling Element, and the goals of the North County Solid V Management Joint Powers Agency. Additionally, the proposed sludge compo facility provides a long-term solution for sludge generated at the Encina Water Polli Control Facility and may provide an opportunity for composting yard waste gene: in the North County. The Encina Composting facility was approved by the San Diego Integrated V Management Task Force (SANDAG) at their 07/24/92 meeting. The following procedure, described fully in section 50000 o Public Resources Code, is the process specified for approva permitting of new or expanded solid waste facilities not previ identified and approved in the county solid waste management in effect on December 31, 1989. BACKGROUND The Encina Wastewater Authority is a public agency that ope and administers the Encina Water Pollution Control Facility (EWPCF). Over the past several years, the EWA has identified va contract reuse options that allows us to now recycle approxim 95% of our sludge through land application or composting. The EWA has been pursuing this goal since 1985, and has worked the County throughout the development of the project. The EWA participated in the development of the 1986 Revised Diego County Regional Solid Waste Management Plan, Attache various references that were included in the plan to suppor fact that the establishment of a sludge cornposting facili- consistent with the County's solid waste management pla objectives. Sludge from the EWPCF will be trucked to the facility and 1 with an amendment source prior to composting. It is the EWA's desire to utilize green 1 material as an amendment source in order to enhance environmental bc nefits of the facility. Depending on the quality of the green material available, mois content of the sludge, and other operational considerations, amount of green material required by the facility may dramatically. In the year 2010, 30,000 tons (80,000 cubic ya to 80,000 tons (160,000 cubic yards) of green waste may be dive from the landfill wastestream each year. The project description includes the higher values since facilities required to process the larger volumes of material w present the most extreme environmental impacts. The actual am of green materials required for the sludge composting opera will most likely be closer to the lower volume projections. should be noted that the primary function of the facility i: provide a reliable sludge recycling option. The EWA stro desires, and intends to utilize green material, however green w recycling is a secondary benefit of the facility that wil: effected by facility costs and product market constraints. The size of the first phase of the project as described in attached project description has been changed. The atta description presents an assumed first phase facility capabll processing 20,000 tons of sludge per year. The actual Pha: project will process approximately 10,000 tons of sludge per y‘ or about 20% of the ultimate facility capacity. The compos. facility will be utilized along with other sludge manage! options available to Encina. Future phasing of the project wil based on the availability of other options and economics. The smaller Phase I project, coupled with the ability to uti other available options, will provide Encina with the capabilit test various green material amendment sources, such as the mate currently processed at the San Marcos Landfill, and to estab markets for the product. facility that the public can point to as a model of a succes and well planned recycling effort. It is anticipated that an application for a Majo Permit from the County will be submitted in September 1992. EWA will pursue a permit based on the impacts of the ultimate project . As indicated in the attached letter from the County Departme Planning and Land Use, the composting facility qualifies as a Impact and Services Utility Use Type and is allowed to be plac the proposed site, under the current site zoning, with a majo permit. The facility will require a Solid Waste Facilities Permit fro California Integrated Waste Management Board (CIWMB). The C Department of Environmental Health Services (DEHS) acts a: Local Enforcement Agency (LEA) for the CIWMB. As part of the Waste Facilities Permit process, it is the DEHS's responsibi as the LEA, to provide a finding as to whether or not the prop facility is in conformance with the County Solid Waste Manag Plan (COSWAMP) . Though the concept of a composting project is currently desc: in the existing COSWAMP, and the project has been deemed b] Department of Public Works to be consistent with the County's ( in recycling and reuse of waste products and the COSWAMP attached letter), the DEHS has determined that the E Cornposting Facility must be suecificallv named in the COSWAl order to make such a finding. In order to be specifically nam the existing COSWAMP, the project must follow ttgapal proc defined in Section 50000 of the Public Resources Code. Therefor, this letter and associated attachments have submitted in order initiate the gap process so that the fac. can be t90fficiallyaa included the COSWAMP. The letter has directed to the Department of Public Works since that departme responsible for the developement of the COSWAMP. Since the gap requirements are new, and this project is the in the County to be subjected to the process, there has bet prior submittal format established.
