RECOMMENDED ACTION:
Adopt Resolution No, 98-883 appropriating funds from the Police Forfeiture Fund fo
the acquisition, maintenance, and support of police activities.
ITEM EXPLANATION:
The City of Carlsbad receives forfeited funds and assets periodically as a result of tb
Police Department's narcotics enforcement efforts. These funds are restricted by
statute for use by the Police Department only and cannot be used to supplant existir
future police budgets.
The recommended action will appropriate $78,900 of the fund making it available tc
the Police Department for expenditure. Once appropriated, these funds will be
controlled by the same rules which apply to other City funds including bidding
procedures and the award of contracts.
Proposed expenditures for these funds include the following:
1. CRIME STOPPERS:
corporation which exists primarily as service to the community and as an aid to law
enforcement in San Diego County. If approved by Council, Carlsbad will contributc
$2,000 to this organization which is funded primarily by private citizens, groups an(
businesses.
2. RESTRUCTURE OF PROPERTY AND EVIDENCE: The storage of evidence fo
presentation in court is a critical part of the criminal justice system. A major elemen
proper evidence retention is accurate record keeping. Carlsbad's evidence room i
currently functioning in three different recording systems. If approved by Council, a
special account, totaling $16,000, would be established. The funds will be used tc
update the record and accountability systems, update the packaging material and
perform a complete inventory/audit.
3. WARRANT/ENTRY OVERTIME ACCOUNT: This team consists of members froi
every division of the department except administration. The purpose of this item w
be to fund all of the warrant/entry overtime for FY 92/93 from this account, thereby
establishing better control of overtime in the affected support divisions. The
warrant/entry overtime is expected to be $35,000 for FY 92/93.
4. SPECIAL INVESTIGATIVE SUPPLY FUND: This fund supplements the activitl
Vice/Narcotics/lntelligence unit and includes narcotics investigations, buy fund, ar
the maintenance and acquisition of specialized vehicles. If approved by Council,
$17,000 will be transferred into this account.

5. INTERACTIVE VIDEO TRAINING SYSTEM: This is a computerized system that v
allow the department to provide self-paced P.O.S.T. training to officers. P.O.S.T. is
providing the video training portion of the program free to agencies who have the
computer hardware configuration to run the software. The hardware necessary to ri
the program will cost approximately $8,900. The police department already has a
training workstation set up for the hardware.
FISCAL IMPACT:
The City currently has an unappropriated balance of $1,250,000 in the Police asset
Forfeiture Fund. The Appropriation of $70,000 will leave a balance of $1,180,000.
The appropriation of these funds has no impact on the City General Fund.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROPRIATING FUNDS FROM THE
ACTlVlTl ES
WHEREAS, from time to time, the City of Carlsbad Police Department receives
funds and assets resulting from the Police Department’s drug enforcement activities; a
POLICE ASSET RMWfURE FUND FOR THE SUPPORT OF POLlCE
WHEREAS, said funds should be utilized for law enforcement purposes and
supporting police activities: and
WHEREAS, the appropriation of said funds is necessary before any expenditure
funds can take place; and
WHEREAS, the Police Forfeiture Asset Fund has an available fund balance of
$1,250,000.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad
California, that the amount of the $78,900 be hereby appropriated form the availablc
fund balance of the Police Asset Forfeiture Fund to support Crime Stoppers, Property
and Evidence Restructuring, the WarranVEntry team and Vice/Narcotics activities.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City
Council held on the 15th day Of SEPTEMBER , 1992, by the
following vote to wit:
