ITEM EXPLANATION:
Staff received a request to establish a prima facie speed limit upon five streets I(
in south Carlsbad. Although situated in residential areas, these streets do not qui
a "Residence District" per the California Vehicle Code and do not have a 25 mile PC
prima facie speed limit. To establish a prima facie speed limit staff conduc
engineering and traffic survey as required by the California Vehicle Code. !

Gibraltar Street from La Costa Avenue to its terminus 0.1 miles eas
Romeria Street.
Romeria Street from La Costa Avenue to Gibraltar Street.
Viejo Castilla Way from La Costa Avenue to Navarra Drive.
Estrella De Mar from Alga Road to Costa Del Mar.
Corintia Street from Alga Road to Socorro Lane.
Sections 22357 and 22358 of the California Vehicle Code authorizes local author
establish a prima facie speed limit on the basis of the results of an engineering an(
survey. Staff presented the results of the survey to the Traffic Safety Commission (
6, 1992. Based upon the results of the engineering and traffic survey the Comr
recommended, by a 5-0 vote, that a prima facie 25 mile per hour speed li
established upon the referenced five streets located in south Carlsbad.
FISCAL IMPACT:
Installing 14 speed limit signs will cost approximately $770.00.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSE
CALIFORNIA, AMENDING TITLE IO, CHAPTER 10.44 OF THE CARLS
MUNICIPAL CODE BY THE ADDITION OF SECTIONS 10.44.390, 10.44.
10.44.41 0, 10.44.420 and 10.44.430 TO ESTABLISH PRIMA FACIE 25 MILE HOUR SPEED LIMITS UPON CERTAIN DESIGNATED STREETS.
The City Council of the City of Carlsbad, California hereby ordains as follows:
SECTION 1 ; That Title 10, Chapter 10,44 of the Carlsbad Municipal Code is arr
by the addition of Sections 10.44.390, 10.44.400, 10.44.41 0, 10.44.420 and 10.44
read as follows:
"1 0.44.390 Gibraltar Street:
Upon Gibraltar Street from La Costa Avenue to its terminus 0.1
miles easterly of Romeria Street the prima facie speed limit shall be
twenty-five miles per hour.
10.44.400 Romeria Street:
Upon Romeria Street from La Costa Avenue to its intersectic
Gibraltar Street the prima facie speed limit shall be twenty-five mi
hour.
10.44.41 0 Vieio Castilla Wav:
Upon Viejo Castilla Way from La Costa Avenue to its intersectic
Navarra Drive the prima facie speed limit shall be twenty-five mi
hour.
10.44.420 Estrella De Mar:
Upon Estrella De Mar from Alga Road to its intersection with Costa [
the prima facie speed limit shall be twenty-five miles per hour.
10.44.430 Corintia Street:
Upon Corintia Street from Alga Road to its intersection with Socorr

EFFECTIVE DATE: This ordinance shall be effective thirty days after its adopti
