Adopt Resolution No. s$!- 300 approving a Final Map for Carlsbad Tract No. 89-30

ITEM EXPLANATION:
Engineering staff has completed checking the final map of Carlsbad Tract 89-30. This
subdivision is located on the south side of Santa Isabel Street southeast of Alga Road.
This project is a one lot, 14 unit attached multi-family condominium project.
The final map conforms substantially with the Subdivision Map Act, the Carlsbad
Municipal Code, the conditions of approval and the tentative map as approved by the
Planning Commission on July 9, 1990, per Resolution No. 3042 and 3043.
This map has been found to be consistent with the Growth Management Ordinance and
the requirements of the Local Facilities Management Plan for Zone 6. Currently all public
facilities within or impacted by Zone 6 meet or exceed the adopted performance standard.

The project density is 10.93 du/acres and is below the Growth Management Control Point
of 11.5 du/acre.
FISCAL IMPACT:
This project will generate the following fees at building permit issuance:
1. Park-in-lieu Fees (14 units @ 1313/unit)
2. Traffic Impact Fees(14 units @ 616/unit)
3. Bridge and Thoroughfare Fees(14 units @ 424/unit)
6. Zone 6 fees (14 units @ 310 /unit)

The exact amount of public facility fees are unknown until the applicant submits an
application for Building Permits. Likewise, the drainage area fees are unknown and will
be assessed at the time the City adopts a drainage fee schedule. Public improvements
for this project include relocation of a storm drain inlet and grading and improvements to
accommodate drainage to City Standards and onsite private improvements to provide
access and drainage for the units as shown on the grading plans. No detailed economic
impact analysis of this development has been conducted. While increased operating
expense related to this project are expected to be offset from the increased tax or fee
revenue, no exact percentage of offset can be predicted.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING A FINAL MAP FOR
CARLSBAD TRACT CT 89-30 MASADER I

WHEREAS, Masader Investments, a Nevada Corporation, have submitted a final
map known as Carlsbad Tract No. 89-30 to the City of Carlsbad for approval; and

7 WHEREAS, the Tentative Map of Carlsbad Tract No. 89-30 with conditions,
8 was approved by the Planning Commission on July 9, 1990 pursuant to Resolution
9 Number 3042 and 3043; and . .

l WHEREAS, the City Engineer has determined that said map substantially’conforms
to said conditionally approved tentative map; and

II WHEREAS, the conditions of approval for said final map have been completed or

secured; and
WHEREAS, the developer has offered public easements for dedication to the City
of Carlsbad; and

WHEREAS, the final map conforms to the City of Carlsbad General Plan and all
requirements of City Codes and Standards; and,
WHEREAS, the City Council of the City of Carlsbad determined it to be in the 19

public interest to approve said Final Map;
