ENG RECOMMENDED ACTION: Adopt Resolution No. 9&-30( approving a Final Map for Carlsbad Tract No. 89-31, Masader II. 1 ITEM EXPLANATION: Engineering staff has completed checking the final map of Carlsbad Tract 89-31. This subdivision is located on the south side of Santa Isabel Street southeast of Alga Road. It is comprised of one lot/6 units with uses as follows: a six unit attached multi-family condominium project. The final map conforms substantially with the Subdivision Map Act, the Carlsbad Municipal Code, the conditions of approval and the tentative map as approved by the Planning Commission on July 9, 1990, per Resolution Nos. 3050 and 3051. This map has been found to be consistent with the Growth Management Ordinance and the requirements of the Local Facilities Management Plan for Zone 6. Currently all public facilities within or impacted by Zone 6 meet or exceed the adopted performance standard or will be guaranteed by virtue of the payment of the Zone 6 Facility Fee. The project density is 10.91 du/acres and is below the Growth Management Control Point of 11.5 du/acre. The findings required to approve the project below the Growth Control Point were made as a part of the Planning Commission Resolution on July 9, 1990. FISCAL IMPACT: This project will generate the following fees at building permit issuance: 1. Park-in-lieu Fees (6 units @ 1313/unit) 2. Traffic Impact Fees(6 units @ 616/unit) 3. Bridge and Thoroughfare Fees(6 units @ 424/unit) 4. Zone 6 fees(6 units @ 310 /unit) $7,878 $3,696 $2,544 $1,860 The exact amount of public facility fees are unknown until the applicant submits an application for Building Permits. Likewise, the drainage area fees are unknown and will be assessed at the time the City adopts a drainage fee schedule. Improvements for this project include private street access to the units, drainage and sewer as shown on the grading plan. No detailed economic impact analysis of this development has been conducted. While increased operating expenses related to this project are expected to be offset from the increased tax or fee revenue, no exact percentage of offset can be predicted. WHEREAS, the City Engineer has determined that said map substantially conforms to said conditionally approved tentative map; and WHEREAS, the conditions of approval for said final map have been completed or secured; and WHEREAS, the developer has offered public easements for dedication to the City of Carlsbad; and WHEREAS, the final map conforms to the City of Carlsbad General Plan and all requirements of City Codes and Standards; and, WHEREAS, the City Council of the City of Carlsbad determined it to be in the public interest to approve said Final Map; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1.
