RECOMMENDED ACTION: Adopt Resolution No. cl2-306 accepting bids, awarding a construction contract appropriating funds for the construction of the Tamarack Avenue Widening Pro ITEM EXPLANATION: On June 23, 1992, the City Council authorized the advertisement of bids for project. Seven (7) sealed bids were received on September 10, 1992, as fol OF TAMARACK AVENUE WIDENING FROM CARLSBAD BOULEVARD TO INTERSTATE 5 ENG This project includes construction of storm drain, curb, gutter, median is' undergrounding of overhead uti1 ities, and traffic signal upgrade at Jeff€ Street and Tamarack Avenue. The project bid was broken down into a base bid which had no road closure and i alternate which allowed the contractor to close Tamarack between Garfield SI and Hibiscus Circle to through traffic for forty-five (45) working days. Thc alternate further stipulated a thirty (30) working day decrease in contract versus the base bid. The lowest responsive, responsible bidder was C.W. McGrath with a base bi $1,176,669.25, which is 26.5% below the Engineer's Estimate of $1,600,000. McGrath is performing 54.6% of the contracted work with their own forces an( the manpower and equipment to perform at a reasonable level. A check of referc confirms this. Staff recommends award of the base bid contract be made to C.W. McGi Incorporated. It is felt that the monetary/time benefit of the bid alternat not sufficient to justify the public inconvenience due to the street closure therefore, it is recommended the award be for the base bid. McGrath, Incorporated, in the amount of $1,176,669.65. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Car California, as follows: 1. That the above recitations are true and correct. 2. That the bid in the amount of $1,176,669.65 submitted b McGrath, Incorporated, is hereby accepted and the Mayor and the City C1c hereby authorized and directed to execute a contract thereafter. 3.
