FIN RECOMMENDATION CITY RECOMMENDED ACTION: Adopt Resolution No. 72-3/7 accepting the recommendation of the commun activity funding panel and allocating funds to those groups. ITEM EXPIANATION: As established within City Council Policy #51, Process for Funding Comrnun Activities, the citizen review panel has completed its task and is forwarding funding recommendation to Council. The entire process began in July, 1992, with the solicitation of grant applicatioi Twenty five applications were received with funding requests totaling approximatt $245,000. The Panel convened for the first of four consecutive weekly meetings September 11, 1992. Each panelist reviewed the applications, which resulted fourteen organizations being invited to make a brief presentation of their progr: to the panel. The process resulted in twelve organizations that are recommend for City funding of community activities. Several considerations were prevalent as the Panelists formulated th recommendation. The Panel focused upon how an organization could be of sem to the general public, and to Carlsbad citizens in particular. Further, agencies tl participated in the presentation portion of the review were asked the salary of th top administrator, and what percent of their budget went directly to programs. The table shown on Attachment A identifies the groups that applied for Gene Funds, and those groups that the citizen panel recommends for funding. FISCAL IMPACT: The 1992-93 Operating Budget, that was adopted on June 16, 1992, contains appropriation of $75,000 for Community Activities. No further appropriations i required. EXHIBITS: 1. WHEREAS, the City Council of the City of Carlsbad, California appointed a seven member citizen review panel to assess and make a recommendation for funding community activities within Carlsbad; and, WHEREAS, the Community Activity Review Panel has recommended twelve organizations and their specific funding level. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. 2. That the above recitations are true and correct That the organizations identified in Exhibit A shall be allocated funds and paid by the City of Carlsbad as indicated, for the 1992-93 fiscal year.
