Refer the issue of Portable A-frame Signs in the Village Redevelopment Area
Redevelopment Master Plan Advisory Committee for a recommendation to the Hc
and Redevelopment Commission. Based on the decision of the Housink
Redevelopment Commission, the Council can then request a recommendation fror
regarding portable signs for businesses in the rest of the City.
ITEM EXPLANATION
At a recent City Council meeting, staff was directed to prepare a report concernil
prohibition against portable A-frame signs outside of the Village Redevelopment

The issue arose as a result of public comments concerning staffs enforcement
prohibition and the feeling that this was inequitable treatment of businesses not IC
in the Redevelopment Area.
Portable A-frame or "Sandwich Board" signs are only allowed in the Redevelopmen
under a special provision in the Village Design Manual. Permitting these sign!
initially intended to be temporary. However, on January 21, 1992 after recei\
request from the Village Merchants Association, the City Council extended the temr
provision until the Village Redevelopment Master Plan is completed. Staff and the h
Plan consultant were directed to address the portable sign issue as part of the h
Plan and make a recommendation to permanently allow the signs, allow
conditionally or to prohibit them just like in all other areas of the City.
Now that the issue of permitting the signs in other areas of the City has arisen, stat
not believe it is appropriate to wait until the entire Master Plan is completed decision to be made on whether portable signs are going to continue to be alIov
the Redevelopment Area. A final decision on the signs in the Redevelopment Area 1
form the basis for a decision on whether businesses outside the Redevelopmeni
can utilize the same type of signs. Staff has discussed this with the Master
consultant and both staff and the consultant are prepared to make a recommenc
on the continued use of portable signs in the Redevelopment Area at this time.
Therefore, staff is recommending that the City Council refer the issue of portable A-
signs in the Redevelopment Area to the Redevelopment Master Plan Advisory Coml
for a recommendation at this time and not wait until the entire Master Plan is comp
