I 11/03/92 FOR PALOMAR AIRPORT ROAD AND CITY A EL CAMINO REAL WIDENING, PROJECT NO. 3166 MTG. DEPT. ENG (REBID) CITY Mc RECOMMENDED ACTION: Adopt Resolution No. 42-3020 approving the plans and specifications for Pal Airport Road and El Camino Real Widening, Project No. 3166 (Rebid). ITEM EXPLANATION : All bids were rejected for the first bidding of the Palomar Airport Road an( Camino Real Widening Project. At the time of rejection, the Council authorized solicitation of new bids for the project. In keeping with that authority, 1 staff has started the bid solicitation process and presently plan to open the bids on November 5, 1992 at 4:OO p.m. During the preparation of the rl documents, additional Bidder's information and certification requirements as 1 as definitions, technical requirements and material specification were added to plans and specifications. The extent of the modifications are not so great a: change the basic nature of the documents but they are significant. Upon advict the City Attorney that we eliminate a possible point of confusion, the plans specifications are being presented for the City Council's approval. Plans specifications are on file with the City Clerk for review. ENVIRONMENTAL REV1 EWS : The Planning Director issued a Negative Declaration for the Palomar Airport I portion of this project on November 12, 1990 and a Mitigated Negative Declarat for the El Camino Real portion on December 5, 1991. GENERAL PLAN CONSISTENCY: The Planning Commission Determinations for General Plan Consistency have t approved. PCD/GPC 90-5 for Palomar Airport Road was approved on June 5, 1991 PCD/GPC 91-2 for El Camino Real, among others, was approved on September 18, 1I FISCAL IMPACT: The approval of the plans and specifications has no direct fiscal impact. When project has been rebid and the lowest responsible bidder selected, the project w be presented to the City Council for authorization to award. Sufficient funds h been previously appropriated. No additional appropriations are expected to needed due to the changes in the plans and specifications. EXHIBITS : 1. Location map. 2. NO. 92-320 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING THE PLANS AND SPECIFICATIONS FOR THE PALOMAR AIRPORT ROAD AND EL CAMINO REAL WIDENING, PROJECT NO. 3166 (REBID). WHEREAS, the City Council of the City of Carlsbad has determir necessary, desirable, and in the public interest to construct improvemei Palomar Airport Road from El Camino Real to Acacia Avenue in San Marcos El Camino Real from Faraday Avenue to Palomar Airport Road, Project No. 316 WHEREAS, the Cities of Carlsbad, San Marcos and Vista have enterel joint agreements to fund the design, construction, inspection and administ of said improvements; and WHEREAS, plans, specifications, and contract documents for the furn for all labor, materials, tools, equipment, transportation, and other ex1 necessary or incidental for said project have been prepared and are on f the Engineering Department of the City of Carlsbad; and WHEREAS, modification to the original project plans and specification necessary to provide for unforeseen needs; and WHEREAS, the City Engineer has caused said plans and specifications modified; and; WHEREAS, the City Council the City of Carlsbad has previously appropi funds for said project; and WHEREAS, construction for said improvements is a matter of pub1 ic neci and safety.
