ITEM EXPIANATION:
In September, the City Council was presented with a petition from' downtow
merchants expressing concerns with noise, profanity, littering and vandalism fro1
skateboarders in the public parking lot on the corner of Carlsbad Village Drik
and Roosevelt Street. At its meeting of October 6, 1992, staff brought forwar
for Council's consideration a resolution that would have prohibited skateboardin,
in this lot at all times. Public opposition to this prohibition and concern over th
lack of alternative skateboard sites prompted the Council to defer this matte
until more public testimony could be taken.
After hearing this testimony on October 20,1992, Council directed staff to retur:
with a resolution regulating the hours of skateboarding in this parking lot. Base1
on Council's direction and the input of various merchants in the area, staff ha
prepared the attached resolution which prohibits skateboarding in the publi
parking lot on Carlsbad Village Drive and Roosevelt Street between 8:OO ax
and 6:OO p.m., Monday through Saturday.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, REGULATING SKATEBOARDING
IN THE PUBLIC PARKING LOT AT CARLSBAD VILLAGE DRNE
AND ROOSEVELT STREET
WHEREAS, the City Council recognizes the potential for property damage
and traffic safety hazards caused by skateboarding; and
WHEREAS, the City Council may regulate or prohibit the use o
skateboards on specific public property or public right-of-ways by resolution; ant
WHEREAS, there is an urgent need to prohibit skateboarding in the publi
parking lot located at Carlsbad Village Drive and Roosevelt Street, due to safe?
hazards.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City c
Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That upon adoption of this resolution and the placement t
appropriate signs, skateboarding shall be prohibited in the public parking 1(
located at Carlsbad Village Drive and Roosevelt Street betwee5 the hours of 8:C
a.m. and 6:OO p.m., Monday through Saturday.
