JTEM EXPLANATION:
During the September and October Parks and Recreation Commission meetings, thl
Commission took action which directly affects the priority registration procedures for thl
Kruger House Parent Participation Preschool Program. The Commission’s action is bein;
appealed to the City Council (Exhibit 5). The following is a brief history of the issue
BACKGROUND:
The Kruger House Parent Participation Preschool was established in 1980 as a Recreatio:
program for Toddler and Preschool age children in which parents participate and assisl
The City contracts with professional child development instructors who oversee th
operation of the program which provides a variety of pre-learning skills includin,
physical development, cooperative play, independent problem solving, sensory perceptio
and hands on learning. The program emphasizes gender balanced classes in order t
provide good socialization skills and promotes a developmental philosophy in it
approach to a child’s education and growth.
Toddler classes meet two hours per week with parents assisting at each class. Preschoc
classes meet 2 1/2 to 3 hours, two to three times per week while parents assist twice
month. A minimum of eight children are required to hold each class with a maximu1
enrollment of twelve. Registration fees for the Kruger House classes range from $18 t
$72 per each four week session with non-residents paying $3 more per class.
The Kruger House Parent Participation Preschool Program is comprised of a total of 11
students, 81 (73%) residents and 30 (27%) non-residents (Exhibit 3).
Mail-in registration for the 1992-93 took place at the beginning of April and extende
until classes began in September.

Registration is taken on first come first serve basis, once classes are filled, a waiting li!
is established with Carlsbad residents having priority. Non-residents will be called aft€

balanced and we have to search for the next child for the needed gender, i.e., an equ;

CONTINUITY CONCEPTS: . .. .
The importance of continuity in any preschool development program is that it enable:
the developmental process of each participant to grow in a stable secure environment

environment. Starting a routine and setting limits is the first step towards the feelinl
of security. Once the child feels secure, he or she will make new friends, can trust nev
adults in his or her life, and the developmental progression begins. The curren
registration procedures supports this philosophy by giving priority to continuing students

Prior to the Commission action of September 1992, the priority registration procedure,
for the Preschool classes which extend from September through June were as follows

During the September meeting, the Commission requested an update on the Kruge
House program. Staff provided background information about the program, its curren
philosophy, class requirements and registration procedures (Exhibit 1). During publi
input a Carlsbad resident objected to not being able to register their child in a clas
which a non-resident was allowed to enroll because of the department's existin:
registration policies. After considerable discussion, the Commission unanimously (5-0 recommended a change in the registration procedures and that the following registratio] policies be implemented in order to guarantee that in the future, any Carlsbad residen
would have the first opportunity to register for the classes they desire.

During the October Commission meeting, the issue of Kruger House was once agail
requested to be placed on the agenda by the Commission, in order to allow for additiona
public comment not heard during the September meeting. After considerable publir
input and Commission discussion (Exhibit 4), the registration policies approved ir
September were revised by the Commission. By a 5-1 vote the "grandfather" priori?
registration for non-residents currently enrolled was limited to the current 1992-9:
school year only.
Beginning with the registration period for all 1993-94 Preschool classes, the Parks and
Recreation Commission established the following priorities for enrollment.

Priority 2. Carlsbad residents currently not enrolled.
priority 3. Open registration for non-residents (and Carlsbad residents missin;
previous registration deadlines).
The Commission felt the existing Preschool program was excellent, but differed in thei
opinion of the necessity of continuity. The Commission's feeling was that they have a1
obligation to the residents of Carlsbad who should have priority over non-residents il
any class or program offered by the department.
APPEAL:
On October 29,1992 fifty one (51) Carlsbad preschool parents filed a petition appealin the revisions in the priority registration procedures adopted by the Parks and Recreatio
Commission at their September and October 1992 meetings.
The basis of their appeal is that continuing, non-resident students now will have la:
priority in registrations and the majority of the parents oppose this new policy
(Exhibit 5) for the following reasons:
1. It is against the program's developmental approach and philosophy.
2. Would result in a lack of enthusiasm on the part of the parents and participant
who are not guaranteed to continue beyond the current year.
3. Non-resident participants enrolled were under an agreement that they would b
able to continue regardless of residency.
Note: The department brochure has a statement that indicates "studenl
registered for last session for preschool toddler classes have priority for th
following session until registration opens. Openings will be filled fro1
persons on the waiting list. Carlsbad residents have priority".

4. The Kruger House program relies on non-residents to fill classes that would othe:
wise be canceled due to low enrollment.
5. Low enrollment means loss of revenue.
6. The majority of this Kruger House Parent Participation Preschool program parent
are against this registration priority change.
RECOMMENDED AT.,TERNA"ES:
1. Endorse a policy for registration procedures which gives priority to Carlsbac
residents (PRC action October 1992).
2. Endorse a policy where Carlsbad residents still receive first priority, however
allow non-residents currently enrolled the opportunity to complete the four yea
Preschool program (Grandfather clause/PRC action September 1992).
3. Uphold the citizen appeal for previous registration policies which gives priori?
to Carlsbad residents and non-residents currently enrolled in the Preschoa
program.
4. Revise the original registration procedures by modifying priority 1 to read
"Carlsbad residents currently enrolled will get first class choice over non-resident
currently enrolled".
FISCAL IMPACT:
At the completion of the 1991-92 school year (including summer session), the followin;
break down of registration revenue, Preschool program costs and facility maintenancl
expense for the Kruger House program is as follows:

Although the Kruger program has shown a 94% self sustaining capacity, the Kruge
House Preschool Benefit Committee, in addition typically raises between $1,100 an(
$1,700 per year, and provides in kind services which directly benefit the progran
operation.
Any change in the fiscal impact of this program, based upon a revision of the 1992-9:
registration policies cannot be determined at this time.

BACKGROUND
Staff has been requested to provide background information regarding the Kruger House
Preschool Program. The Kruger House Preschool Program has been in existence since 1980
and is located at Holiday Park with similar programs being offered at Stagecoach and
September to June. This report will identify the current philosophy of the program, as well
as discuss class requirements, fees and registration procedures.
DISCUSSION
The Kruger House Preschool Program is a unique developmental program for Toddler and
Preschool aged children in which parents participate and assist. Under the guidance of
professional child development instructors the children experience a wide variety of pre-
learning skills which includes physical development, cooperative play, independent problem
solving, sensory perception and hands on learning. This model program also require5
parents to participate as an aide in their child’s class, thus nlaking the program unique ~IK
affordable.
Calavera Community Centers, This program is offered during the regular school year from
Toddler classes meet two hours per week with parents assisting at each class. Presclloo
month. A minimum of eight children are required to hold each class with a maximun
enrollment of twelve. Classes are gender balanced to develop good socialization skills an(
high self-esteem. Registration fees for the Kruger House classes range from $18 to $72 pe
each four week session with non-residents paying $3 more per child.
Registration for Fall Preschool classes take place beginning in April and extends until classe
. begin in September. Currently all registration is handled by mail-in only. This year the Fa1
mail-in priority registration procedure for Toddler and Preschool classes went as follows:
April 20 - 25 Preschool & Toddler students who are currently enrolled, i.t

This year one Carlsbad resident was concerned because she did not get her 1st choice of
classes during the Fall priority registration period. Currently she is enrolled and
participating in an afternoon class, however, as a resident she feels that she should have a
higher priority than non-residents who are currently enrolled. Staff has reviewed her
concerns and will be making modifications in the mail-in registration requirements which
would allow residents to have first priority when registering for a particular class.
CONCLUSION
Throughout the past several year’s the existing registration process has been quite successful.
The Kruger House Preschool Program is well known for its quality instruction and learning.
environments throughout the north county. The participation of children and parents has

Commissioner Heineman explained why he wanted this item back on the agenda.
Dave Bradstreet, Director, Parks and Recreation, provided the following statistics .

House, including the following topics:

The Chairman opened the meeting to public comments.
Diana Bardin, 407 South Nevadast, Oceanside, explained that she was concerned
about how a child would be affected. In response to questions from the
Commission, she indicated that her children were 4 and 19 months old, and that
she was willing to pay the extra fee for her children to attend the school. She
indicated that Oceanside had a very transient society and that a similar program
would be difficult to adapt there.
Janet Correll, 2729 Forest Park Lane, Carlsbad, said that she was in favor of the
restrictions for Carlsbad residents receiving preference. She indicated she had a
problem with the grandfather clause since it could still allow non-resident students
to go ahead of a non-resident for 2-4 years and stated she would like to see the
grandfather clause abolished as soon as possible. She discussed why the morning
class was preferable and pointed out that there were only six residents in the
morning class. She expressed concern that these problems also existed with the
gymnastics and ballet classes. In response to questions from the Commission, Ms.

Correll explained that even though she delivered two applications to the post office
at the same time, her child was not in the morning class but the other child was.
Tanis Duffy, 241 5 Appian Road, Carlsbad, expressed concern about the morning
class. She said that initially she found it acceptable that her child did not get into
the class until she found out how many non-residents were in the class,
Gabriele Shannon, 3525 Sierra Morena, Carlsbad, explained that the school was a
community and that the proposal was tearing the community apart. She
mentioned that her main concern was for the children and that it was important to
leave the grandfather clause as it was. She stated that a Carlsbad resident had
priority when the child first entered the program and also when on the waiting list.
Kathy Miller, 1249 Alderney Court, Oceanside, discussed how much research she
did to find a school acceptable for her child. She indicated that if she knew of the
possibility of being bumped from the school, she would not have registered her
child there. She stated that she believed that the school was self-sufficient, and if
that was the case, then changes should be made next year and not in the middle .
of the year. In response to questions by the Commission, she indicated that one
of the schools she researched was public whereas the others were private.
Eleanor Inoue, 3548 Roselle Street, Oceanside, explained why her child was
enrolled in the school and expressed concern that if she had another child, that the
other child would not be able to attend Kruger House.
Susan Frazee Kurner, 1247 Rue de la Mare, Oceanside, said that she had been a
resident of Carlsbad for a long time, her father was a past mayor, and now she
currently lived in Oceanside. She read a letter from her mother supporting the non-
residents, and indicated that Carlsbad residents used Oceanside swimming facilities and were never turned away,
Kristi Fordahl, 2155 Chestnut Avenue, Carlsbad, stated that she was against the
new enrollment policy. She explained that Oceanside residents were also involved
in fundraising and volunteer work for the school. She expressed concern that the
issue was dividing the families.
Janet Germain, 1446 Stewart Street, Oceanside, represented the teachers at the
Kruger House. She explained her background and indicated that it was her
professional opinion that the policy would not benefit the school and discussed
why. She stated that this was a dividing issue. Commissioner Strayer pointed out
that the grandfather clause was an effort to keep continuity at the school.
Hortencia Wagner, 3608 Pontiac Drive, Carlsbad, explained why she was opposed
to the changes as proposed. She was concerned that there was no continuity and
was concerned that if she moved out of Carlsbad, her son could no longer attend
Kruger House.

Brenda Elg, 3615 Pontiac Drive, Carlsbad, represented Kruger House teachers.
She explained that the school was started by a non-resident teacher and stated
that the staff was dedicated because of the quality program at the school. She
indicated that both residents and non-residents were involved in fundraising
activities, and mentioned that excluding currently enrolled students would be
detrimental to the program. In response to queries by the Commission, further
discussion was held regarding the policy for the waiting list.
Craig Correll, 2729 Forest Park, Carlsbad, expressed his belief that Carlsbad
residents should be served and that the Commission should ensure that this school
remained a Carlsbad program.
Nancy Held Loucas, 2832 Cedarwood Way, Carlsbad, discussed her support of
Carlsbad residents and mentioned she had letters from her Carlsbad neighbors who
had similar problems with other programs. She said she would like to see this
policy adopted for all Parks and Recreation programs and that it should be laid to
rest as soon as possible.
Susan Pynes, 3782 Portland Court, Carlsbad, described her background and
indicated she was opposed to Carlsbad residents having more priority than they do
and explained why. She discussed the issue of cooperation being an important
factor at Kruger House, and said that she also opposed the grandfather clause. Ms.
Pynes indicated that the staff was primarily from Oceanside. In response to a
question by the Commission, she explained how the program could be destroyed.
Cheryl Blaine, Carlsbad, expressed concern for the children, She indicated she
thought that diversity was an important benefit at the school.
Mary Essex, 3885 Nautical Drive, Carlsbad, explained that everyone was aware of
the fact that they might not receive their first choice and that it was acceptable.
She discussed the importance of consistency.
Gwyneth Olsen, 208 Sparrow Way, Oceanside, stated that she was a teacher at
Kruger House and described her credentials. She expressed her concern about
talking about residents vs. non-residents and explained what non-residents have
done to enable the programs to work as well as they do at the school. She
indicated that some of the Oceanside parents work in Carlsbad.
Chairman Castner closed public comment at this time.

On order of the Chairman, the Parks and Recreation Commission reconvened at
6:40 p.m.
Chairman Castner summarized that the Commission heard testimony from
approximately 15 people. He mentioned that everyone agreed that it was a
tremendous program. He stated that his personal feeling was that the first
obligation of the Commission was for its constituents - the taxpayers of Carlsbad.
He indicated that he would not keep the other people from other cities out of the
school but would put a deadline for registering students for the people of Carlsbad
first. He explained why he did not think moving a child from the school would
have a harmful effect on the child and stated that he would leave everything the
same as last time with the possible exception of the grandfather clause.
Commissioner Ward indicated that she had seen this brewing for some time and
that it was not just limited to Kruger House but to all of the programs in the Park
and Recreation programs. She indicated that she felt the Commission's obligation -
was to Carlsbad residents and that she would like to see it go further to apply to
other programs. She mentioned that she understood concerns about disruption
and said that the City should change the term to a half-year term or a one-year
grandfather clause as of next fall at which time they should change the priority to
Carlsbad residents.
Commissioner Heineman agreed with Commissioners Ward and Chairman Caster.
He indicated that he thought the grandfather clause should be changed and agreed
that the enrollment should be by term rather than monthly. He said he was in
favor of granting enrollment of those who are currently enrolled until the time
when new enrollment began and added that the grandfather clause should end at
that point. Ms. Watts verified that the school year began in September.
Commissioner Finnila stated that the fees from the Kruger House were basically
matching the cost of running the house and that there was no huge profit in
running the school, She indicated that she felt that the registration terms could be
lengthened as well and thought that once a year would suffice. Since affordability
was a concern, she suggested that the money did not have to be paid up front but
that a commitment should be made. Commissioner Finnila questioned the
grandfather clause, She said that once any child was in the program, the child
should not be forced out when the term was out. She was told that some classes
existed because there were non-residents in the class. She indicated that by
extending the term length it would help ensure that Carlsbad residents would Stay
in the program.

commissioner Ward indicated that the only problem she had was with the
grandfather clause and that it would be difficult to meet the growing needs of
Carlsbad residents.
In response to a query from Commissioner Heineman, Ms. Watts explained why
there were not enough Carlsbad residents to hold a particular class. Commissioner
Heineman asked how staff felt about the possibility of enrolling students for six
months or a year at a time, and Ms. Watts explained that it could be done,
Commissioner Finnila suggested using a similar procedure to that of a security
deposit for a rental unit where the first and last month was paid for. If the child
stayed in the program for the year, the last months would be paid for. Ms. Watts
discussed her concerns and Commissioner Heineman stated that he could not
believe that the program could not be filled up with Carlsbad residents.
Commissioner Holmes pointed out that this grandfather clause would phase itself
out, and that Carlsbad residents should have the priority.
Commissioner Strayer discussed the problem of creating a private quality pre-
school in the public sector and indicated that Carlsbad residents should have
priority. He mentioned that the grandfather clause came up because of the
continuity issue and said that he felt it was needed as well as the need to change
the pre-school from a private type pre-school to a public sector type pre-school.
He asked for further clarification of whether there would be a problem in collecting
fees if there was a change in the program, and Ms. Watts explained the current
procedure at Harding.
Mr. Bradstreet suggested that staff investigate the issue to see if it could be
implemented. Commissioner Heineman pointed out that it would be on that one
point and not the entire item. Ms. Watts also mentioned that staff was waiting for
a decision to be made that evening so that the new brochure could be printed.
Chairman Castner said that he agreed that Carlsbad residents should come first
and that he still had some problems wkh the grandfather clause. He said that it
was the only item that he would change since he did not realize that some children
could be grandfathered for 3-5 years. He stated that he would agree to a
grandfather clause if it expired at the end of the present term. Commissioner
Heineman agreed with him.
Commissioner Finnila explained that she did not think it was fair if a third year
student could be bumped from the school.
Commissioner Ward described the toddler and pre-school programs at the Kruger
House, and Commissioner Finnila suggested that once a child was in Program A,
they should be grandfathered until Program 8, and once in Program 6, they should
be able to stay in the program.

and the number of children involved, and discussed details as outlined in the
packet for that evening, including the registration policy, Staff responded to
questions from the Commission with regard to:

We, as parents of Kruger House children and Carlsbad constituentsr are appealing the revisions in the priority
registration procedure made by the Parks and Recreation
Commission on October 19, 1992.
The revisions adopted now gives the continuing, non-
resident student absolute last priority. We are opposed
to this revision for a number of reasons, some of them being:
1.) It i's against the program's developmental approach
and philosophy.
2.) Parent participation requires full commitment and support.
This change could result in a lack of enthusiasm on the part of participants who are not guaranteed to continue
beyond the current year.
3.) Current non-resident participants enrolled in this
program were under an agreement that they would be able
to continue, regardless of residency. We consider this
a breach of contract.
4.) Kruger House relies on non-residents to fill classes
that would otherwise be cancelled due to low enrollment.
5.) Low enrollment means a loss of revenue to the Kruger
House program and the City of Carlsbad.
6.) This registration revision is against the consensus
of the great majority of Kruger House parents.
Kruger House classes form an active learning program
for parents and children, as opposed to many other Parks and 3l.ecreation programs. As a developmental program, for
ages 1 to 5, each child is afiowed to progress at their
own pace. By changing the policy, a non-resident child
is not insured continuance in the program year to year.
Ongoing access to priority registration regardless of residenc
status is a must to insure a child's continued development
in the program. This change is in direct conflict to the
Kruger House philosophy of child development.

The Kruger House program offers parent-child involvement
classes for toddlers, and parent participation preschool classes for children 2 1/2 to 5 years of age. res school Parents develop guidance skills and work as co-teachers Several times each month. In addition, parent responsibilities
include Completing one special project during the school Yeare Examples of these responsibilities are: monthly maintena and cleaning, building needed equipment, and fund raising. We fear non-resident parents will not be as committed to
the program because of the uncertainty of their child's
future status. Kruger House has never been a Itrevolving
door", and the new priority registration policy promotes a high turnover of participants.
Parents of currently enrolled non-resident children ,entered under an agreement with complete reliance that their
children would be allowed to continue in the program. This
is a breach of contract.
This policy change will deter non-residents from particip
due to the uncertainty of their child's future in the program. Classes at Kruger House need a minimum of eight children
in order to remain open. Non-residents often fill the classes thereby keeping classes open for all children. Currently
the school is running at 92% capacity. If we rely on non-
residents to fill classes but do not guarantee them equal
being committed. access to the program the following yearl an injustice is
Kruger House is financially self-supporting at full enrollmentr and is not supported by Carlsbad taxpayer dollars. It is a fee based program. Low enrollment will not only
close classes but will create a need for revenue generated by other city funds.
Over the last 13 years a variety of registration procedur
have been utilized. After much research on the part of our paid Parks and Recreation staff a fair and equitable
means of registration was enacted. This latest change was
instigated by one disgruntled parent's personal needs, who
felt non-residents were benefiting at resident's expense. On the contrary, non-resident participation makes it a whole
program. This is the position held by the majority of parent
at Kruger House. We have collected to date the attached
revisions.

Currently, Carlsbad residents make up 76% of enrollment.

means of registration was enacted. This latest change was

revisions.
We would like to emphasize that Carlsbad resident have
always had first priority to any availability in the program.
Currently, Carlsbad residents make up 76% of enrollment.

Re: Kruger House Registration Policy
Dear Council Members:
As Oceanside residents and the parents of a child currently enrolled in the Young 4‘s Preschool Program at Kruger House, we feel that it is necessary to express our concerns regarding the recent changes that have been made by the Parks & Recreation
Commissioners in the registration policy.
We feel very fortunate that our daughter Megan has been continuously enrolled in the program since March 1991. Kruger
House is an outstanding developmental preschool that has met all of her needs. We feel that the program has already prepared her to
start kindergarten in the Fall of 1993. We also have a younger daughter who would benefit fromthe Kruger House program. However,
we are disappointed that she may not get the chance to follow in
her sister‘s footsteps. The new registration policy does not give
priority to non-resident children even if they have been continuously enrolled in the program. Hence, a non-resident child
may be enrolled at Kruger House if the classes are not filled by
resident children only to be denied a chance to continue in the
program the following year. It is unlikely that non-residents will
choose Kruger House only to be forced to search for another
preschool after one year. It is not fair to non-resident parents
and their children. In fact, it feels like discrimination.
Most parents spend a lot a time researching several different
preschool programs before choosing one that they feel is right for
their child. We would not choose to move our child from one
preschool program to another. It would not be beneficial to our
child and ultimately not beneficial to the Kruger House program
itself. We feel that if non-residents are allowed to participate
in the program, they must be treated the same as the continuing
Carlsbad residents.
Since Kruger House was started about 13 years ago, the progralr has been supported by residents and non-residents alike. The
Kruger House parents have always helped support the program not
only financially, but emotionally as well, We take a lot of pride in the success of Kruger House because we feel that we are such a big part of it. The future of Kruger House depends upon the participation of non-residents. We are asking that you please

I am writing this letter as a follow-up to my meetings with you, Dave Bradstreet and Ramona Finnila.
I appreciate the time you and the members of the City Council and the Parks and Recreation Commission have invested in this important issue. We look to you to ensure that the residents of Carlsbad have access to the best programs available.
While I appreciate your attempts to find a compromise, the developmental issues are not nearly as important as ensuring that Carlsbad residents come first . In addition, these proposals are creating the same confusion that we already have, leaving openings for interpretation.
I therefore urge you and the City Council to allow non-residents into classes only after Carlsbad residents have been served, and to ensure that space only for the school term (September to June) . This policy should go into effect with all classes beginning in September, 1993 with no grandfathering of any current classes.
Attached are petitions signed by Carlsbad residents who were apprised of both the priority and the developmental issues and agree with the statements made above. Thank you for your support.

Dear Mayor and Council Members,
I have been a Carlsbad resident for 12 years and our three daughters have
all attended Kruger House. Currently, the changes of resident and nonresident
registration policies have caused many disruptions and grief at our preschool.
From its beginning, nonresidents have been a big part of what has become a
popular preschool. I don't object to giving Carlsbad residents priority in
registration. But once a student enrolls, I think priority registration should be
given to both residents and nonresidents throughout their preschool years.. It is
fun to make new friends and see them year after year at Kruger House.
all pay taxes and many nonresidents pay taxes when they shop at Plaza Camino
Real, Price Club.. . Please think about the children when you decide this
appeal.
