ITEM EXPLANATION: MTG. 12/08/92 WIDENING OF PALOMAR AIRPORT ROAD AND CITY A CITY M On September 15, 1992, the City Csutseil authsrized the advertisement OC bid the construction of Palomar Airport Road and El Camino Real widening. On November 5, 1992, eight (8) sealed bids were received as follows: 1. West Coast General Corporation J.V. $6,454,807.52 2. Dal ey Corporation $6,597,727.00 3. Sim J. Harris $6,613,006.62 4. R.E. Hazard $6,733 , 572.50 5. C.W. McGrath, Incorporated $6 , 808,393.64 6. Erreca's, Incorporated $7 , 188,094.75 7. Excel Paving $7,435,346.74 8. Granite Construction $7,456,122.00 The lowest bid was submitted by West Coast General Corporation J.V., a , venture comprised of a 58% participation by West Coast General Corporation, participation by Palomar Grading and Paving, Incorporated and an 8% particip by S D Engineering, Incorporated. The parties executed a Joint Venture Agrel dated November 9, 1992. West Coast General Corporation J.V. obtained a valid, venture contracting license on November 20, 1992. The joint venture appears legally constituted as an entity that can conduct the contract for constructi the Palomar Airport Road and El Camino Real Widening project. All references provided by West Cast General Corporation J.V. and the numbe bidder, Daley Corporation, have been polled for their opinion as to the meri both firms. Seven organizations provided responses for West Coast Gel Corporation, the main participant of the joint venture. One respondent resp for Palomar Grading and Paving, one of the co-venturers. Seven organiza responded for the number two bidder, Daley Corporation. None of those pl indicated that either firm was incompetent. Each reference that respondec queried as to the categories shown in Exhibit 'B'. The results shown in Ex. 'B' are the average of the poll results. Staff has reviewed the information submitted in the bid package and recommend: award of the contract for the widening of Palomar Airport Road and El Camino to West Coast General Corporation J.V.. This project involves the widening of the Palomar Airport Road from 1,000 feet of El Camino Real to Acacia Street in San Marcos, construction of two travel 1 and a bike lane in each direction, construction of median curbs. gradin ultimate right-of-way width of 126 feet, and replacement of water transmission ranging from 30" to 36" in diameter. The improvements on El Camino Real soul I 0 /( 985 e Page 2 of Agenda Bill No. Faraday Avenue will include widening of the road to ultimate right-of-way widt 126 feet and construction of three travel lanes and one bike lane in direction. The intersection of Palomar Airport Road and El Camino Real wil widened to the ultimate configuration with double left-turns in all directi This project will alleviate the existing rush hour congestion at the intersect of Palomar Airport Road and El Camino Real and will streamline the traffi Pal omar Airport Road. ENVIRONMENTAL CLEARANCE: The P1 anning Director has issued a Negative Environmental Declaration for widening of Palomar Airport Road on November 12, 1990. A Mitigated Nega Declaration was issued for the widening of El Camino Real on December 5, 199 GENERAL PLAN CONSISTENCY: The Planning Commission has determined that the widening of Palomar Airport and El Camino Real is consistent with the Carlsbad General Plan as an elemen previous City Capital Improvement Program budgets. FISCAL IMPACT: As of November 25, 1992 expenditures in the amount of $923,500 have been expe for fees and the various design, review, printing, and administrative t necessary to bring the project to this stage. CITY OF OCEANSIDE NOT TO SCALE 0 a EXHIBIT 'B' CONTRACTOR REFERENCE RESULTS J \ 1 2 3 4 5 6 7 8 g 10 11 12 13 14 15 16 17 18 19 2o 21 22 23 24 25 26 27 28 e 0 RESOLUTION NO. 92-354 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ACCEPTING BIDS, AND AWARDING A CONTRACT FOR THE CONSTRUCTION OF PALOMAR AIRPORT ROAD AND EL CAMINO REAL WIDENING, PROJECT NO. 3166 WHEREAS, the City Council of the City of Carlsbad has previously aut1 the advertisement for bids for the construction of Palomar Airport Road Camino Real widening, Project No. 3166; and WHEREAS, seven (7) sealed bids have been received on November 5, the City of Carlsbad for construction of the Palomar Airport Road and E' Real Widening, Project No. 3166; and WHEREAS, all bids documents received from all bidders have been 1 in detail and the City Council does hereby find that the lowest res1 bidder, West Coast General Corporation J.V., did submit a bid in the a $6,454,807.52 ; and WHEREAS, funds in the amount of $14,526,000 have been pr appropriated for the construction of this project; and WHEREAS, the City Council has the authority to authorize the Cit! to approve change orders in increments and to a cumulative amount that Council may deem proper ; and 1 WHEREAS, the City Council of the City of Carlsbad, Californii declares it necessary, desirable and in the public interest to cons aforementioned project. I NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of California, as follows: 1. That the above recitations are true and correct. 2.
