PLN DEPT CITY CITY Z 0 0 a + e Z 3 0 0 ;” c CIT()OF CARLSBAD - AGEN~ BILL RECOMMENDED ACTION: Concur with staff regarding the issuance of a Grading Permit for the construction of Barcelona. I3EM EXPLANATION This item is a request from the Fieldstone Company to obtain a permit to do the road gr for Calle Barcelona which is a circulation element road located in the future Arroyo La Subdivision. Arroyo La Costa is a 1076 unit subdivision located in Local Facility Managt Zone 12 in the southeasterly quadrant of the City north of Olivenhain Road betwe Camino Real and Rancho Santa Fe Road (map attached). The Arroyo La Costa projec approved in 1990 and the Fieldstone Company has indicated that they intend to corn development of the project in late 1993 or early 1994. In order to do this, they need to for Calle Barcelona at this time since a portion of the road needs to be surcharged (p excess dirt and allowing it to settle for a period of time). Normally staff would not I problem in issuing a grading permit to allow for arterial road surcharging ahead of the time the project is ready to file a final map and start development of the project. Hoi in this case, there was a condition placed on the Facilities Financing Plan for Zone which staff must determine that the intent of the condition is not being violated. Staff bt that the issuance of the grading permit for the road does not violate the intent of the cor but felt that the City Council should be informed of staffs determination and have the C concur. The condition from the Facilities Financing Plan requires that there be a financial gua for Rancho Santa Fe Road before any final map or grading or building permits are app The intent of this condition was not to allow any development to occur which res1 additional traffic on Rancho Santa Fe Road until the improvement of the road is guara The financial guarantee identified in the Plan is an assessment district. Althouz assessment district is not formally in place at the present time, the process to for assessment district has started.
