ITEM EX P LA N AT1 0 N : The City of Carlsbad receives forfeited funds and assets periodically as a result of the Police Departmen narcotics enforcement efforts. These funds are restricted by statute for use by the Police Department ( and cannot be used to supplant existing police budgets. The recommended action will appropriate $35,000 of the fund making it available to the Police Departm for expenditures. Once appropriated, these funds will be controlled by the same rules which apply to o Fund. The appropriation of $35,000 will leave a balance of $1,183,582.66. Proposed expenditures fc these funds include the following: 1. MICRO-COMPUTER NETWORK UPGRADE: The Safety Services Micro-Computer Network is over years old and is getting slower with the additions that have been made. This upgrade would speed up processing time, allow for future expansion and provide dial-up modem capabilities. Estimated cost is $20,000. No additional maintenance and operation would be necessary. 2. AUTOMATED REPORTING SYSTEM: The Police Department plans to develop a program that wou enable officers to prepare reports while in the field using portable (lap top) computers. In the first phast this project, three patrol officers would be issued portable computers. This would be a test phase desi to determine if the program would be cost effective and save report preparation time. If this phase is successful, the Police Department would provide a report of the cosVbenefits and would possibly recommend expanding the program to allow all field reporting to be conducted with computers. If the program does not prove feasible, the computers would be integrated into the existing Micro-Computer Network without any loss to the department or existing programs. Estimated cost is $15,000. No addit maintenance and operations would be necessary. FISCAL IMPACT: Appropriation of $35,000 would leave balance of $1,183,582.66 in Police Asset Forfeiture Fund. EXHIBITS: 1. WHEREAS, from time to time, the City of Carlsbad Police Department receives funds assets resulting from the Police Department's drug enforcement activities; and WHEREAS, said funds should be utilized for law enforcement purposes and support police activities; and WHEREAS, the appropriation of said funds is necessary before any expenditure of ft can take place; and WHEREAS, the Police Forfeiture Asset Fund has an available fund balance of $1,218,582.66. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, that the amount of the $35,000 be hereby appropriated from the available fund ba of the Police Asset Forfeiture Fund to support Police Department activities which will include upgrading the Micro-Computer Network and developing the Automated Reporting System.
