I a- Is- 9 2 REPORT ON ECONOMIC DEVELOPMENT CITY DEPT. RECOMMENDED ACTION: STRATEGIES CITY CD Review the report prepared by City Staff and the Carlsbad Chamber of Commerce economic development issues and strategies. Authorize staff to analyze the cost impa of implementation of programs and tasks outlined in the report. ITEM EXPLANATION: In keeping with the City Council's 1992 goals and objectives, and it's 5 year visj statement to "encourage a strong, diverse and healthy economy which provic employment to the residents of Carlsbad, economic vitality to the community, and 1 necessary revenues to support top level city services," City staff and the Chamber Commerce have met periodically to discuss common economic goals and objectives. a result of these meetings, a plan outlining coordination of activities between the t agencies was developed and is now submitted to the Carlsbad City Council for revit If ultimately accepted, this plan will provide the foundation for a cooperative relations1 between the City of Carlsbad and the Carlsbad Chamber of Commerce in coordinat and implementing economic development strategies. FISCAL IMPACT: There is no fiscal impact other than staff time involved in conducting the cost analy The cost impact of coordinating programs and tasks listed within the report will dependent upon which agency assumes financial responsibility for implementation of various elements. If the City Council approves of the concept of co-support of economic development strategy as outlined in this report, the next step in the proc would be to authorize City staff to work with the Chamber of Commerce to determ areas of responsibility for each agency, and estimate the associated cost impacts. I) 0 REPORT TO CITY COUNCIL AND CARLSBAD CHAMBER OF COMMERCE BOARD OF DIRECTORS The City and the Chamber of Commerce have a common interest in the economic developmc of Carlsbad. In order to further develop that common interest, City staff, Chamber staff a members of CEEC have met and recognize the following: 1 The key players in attracting and retaining business in Carlsbad are the C businesses, brokers, Chamber of Commerce, Carlsbad Economic Enhancem Council, (CEEC) State Department of Commerce, San Diego Econor Development Corporation, and utilities. (See Attachment 1 ). The City has an ongoing economic development program that has resulted i 1 18% increase in jobs over the last ten years. An increase from 16,189 in l! to 35,282 in 1990. The County-wide rate over the period was 48%. At the sa time, Carlsbad’s assessed valuation increased to 6.4 billion, taking us to the tt highest position in the County. The specific number of jobs created since l! is not available. It is the belief of the Chamber of Commerce and City staffs t the number of jobs created in the last two years have not increased at the sa rate. This is based on the fact that commercial and industrial constructior down when compared with previous years. The City Council’s 1992 Goals and Objectives further strengthened the Ci commitment to economic development by including the following goal: 1 Initiate and continue programs which contribute towards the econoi development of the entire city. 1 The City’s 1992 Legislative Platform supports State efforts to enhance business climate in California. Economic development efforts should focus on the Palomar Airport Rc Industrial Corridor. Specifically, efforts should be directed at attracting following types of businesses: bio tech, corporate headquarters, internatic trade, communication, finance, research and development, light manufactui and assembly. City staff has evaluated the Council on California Competitiveness report and identii those areas supported by the City's legislative platform. (See Attachment 2) The Chamber of Commerce supports the Council on California Competitiveness rei (See Attachment 3) In addition to its ongoing economic development activities, the City has designated a I person in the Community Development Department to facilitate the development proc for companies interested in expanding an existing business, or locating a new busin in Carlsbad. Work with both public and private companies currently located in Carlsl to get feedback on the development process. Establish an economic development team for coordinating existing business attrac and retention efforts. (City representatives: City Manager, Financial Management Direc Community Development Director, Assistant to the City Manager, Commu Development Senior Management Analyst. Chamber representatives: President, C of CEEC Committee, Senior Vice President, Vice President of Economic Developm Executive Vice-president.) Growth Management The City of Carlsbad supports a State Growth Management Strategy that provic basic guidelines ’for the development of local growth management prograr Local control should be maintained at all times, and the State plan should sim provide a framework for the development of local plans. 2. California Environmental Quality Act Carlsbad supports the evaluation of existing regulations and encourages the St to streamline the environmental review process. 3. Impact FeesIExactions As long as the necessityldemand for services exists there will be fees. It is City’s policy is to adopt fees for services only when there is a nexus between fee and the cost of providing the service. 4. State Land Use Court The City supports, in concept, the designation of a court that would specialize land use decisions. The intent of such a court would be to provide for expeditic decisions regarding disputes over land uses. 5. Workers Compensation Carlsbad supports legislative efforts to reform the State’s Workers Compensal Program to reduce program costs. 6. Support Critical Industries The City and the Chamber of Commerce support economic development activi that attract and retain critical industries. These include bio tech, corpoi headquarters, international trade, communication, finance, research i development, light manufacturing and assembly and incubator space for starl companies. 12/4/92 e Attachment : Council of Competitiveness Report: The Carlsbad Chamber of Commerce Perspective On September 2, 1992, The Carlsbad Chamber of Commerce Government Affa Committee unanimously supported the findings of the Council of California Competitivene The report containing over 100 recommendations for improving California’s business clima was conducted by a 17 member bi partisan commission of business and civic leaders. The following are key elements from the report which the Carlsbad Chamber of Commei believes should be supported. Those in italics are similar to the City of Carlsbad’s positic 1. Workers Compensation The system needs major reform. Costs could be reduced throL increased competition with insurance companies and benefits to inju workers could be increased. Stress claims should be sharply curtaile6 2. Regulatory Streamlining The California regulatory an permitting process needs streamlining it is burdensome to business. All regulatory agency budgets, fees 2 fee structures need controls. A statewide growth management strategy should be implemented; California Environmental Quality Act was modified to include ma: EIR’s; a state land use court should be established. 3. Legal System Reform California is the most litigious state in the nation. Law suits should discouraged though encouraging alternative resolutions through the 1 of arbitration and mediation, through discouraging advertising, sanctioning lawyers who file frivolous suits and through limit punitive damages. 4. Education and Training California schools need reform. Greater school accountability sho be established and school choice should be encouraged. Class ha should be increased and English comprehension standards establisl to measure progress.
