ECOMMENDED ACTION:
Receive report and provide direction to staff as Council deems appropriate.
ITEM EXPLANATION
Staff would like to present a status report on key issues relating to Solid Waste
San Marcos Landfill Expansion
Scheduled to be heard by the California Integrated Waste Management Board on
January 22, 1993, in Oroville, California.
North County Landfill Siting Program
Studies continue on four candidate sites. The Board of Supervisors is expected to
make a decision to select a site in spring 1994.
Management and Financial Audit of County Solid Waste Enterprise Fund.
The firm of Ernst & Young is conducting the audit. Preliminary report will be
finished during the week of December 14, 1992.
Participation Agreements
Agreements are being negotiated at the staff level. Attached is a conceptual outline
of the approach being negotiated and a tentative schedule for adoption of
agreements.

Recommendation on rate index system and rate adjustment will be presented to
City Council in January.

North County Coalition of Cities for Solid Waste Issues
The next meeting of the Coalition is scheduled for December 18, 1992 in the City
of Oceanside Council Chambers.

The JPA is tentatively scheduled to meet the second week in January.
0 Anti-Incineration Initiative
At the request of the North County Coalition, a letter has been sent to all cities
requesting adoption of a resolution urging the Board of Supervisors to put the issue
of incineration on the ballot for a vote of the people.
