REP PARTNERSHIP PROGRAM FUNDS CITY 1 RECOMMENDED ACTION: APPROVE City Council Resolution No.73-3 submit an application to the California State Department of Housing and Community Development for 1992 Federal HOME Investment Partnership Program funds in the amount of $1 millio to provide rental assistance opportunities to very low income residents within the City of Carlsbad and AUTHORIZING the Housi and Redevelopment Director to execute a standard agreement, if selected for HOME funding, and any related documents necessary participate in the program. ITEM EXPLANATION: On November 17, 1992, the City Council, acting as the Housing a Redevelopment Commission, approved an application for HOME Investment Partnerships Program (HOME) funds through the State ( California Department of Housing and Community Development. submitted the application as approved by the Housing and Redevelopment Commission on December 7, 1992. On December 15, 1992, the State notified staff that, in additioi to the Housing and Redevelopment Commission resolution, the Cit must submit a resolution authorizing submission of the HOME func application by the City Council. Therefore, staff is requesting approval of the attached City Council resolution at this time. The City Council resolution approving the HOME application must be submitted to the State by January 7, 1993 in order for the City of Carlsbad to remain eligible to compete for the funds. OF HOUSING AND COMMUNITY DEVELOPMENT FOR FUNDING UNDER THE HOME INVESTMENT PARTNERSHIPS PROGRAM AI THE EXECUTION OF A STANDARD AGREEMENT AND ANY CARLSBAD, CALIFORNIA, AUTHORIZING THE SUBMITTAL t RELATED DOCUMENTS IF SELECTED FOR SUCH FUNDING. WHEREAS, the City of Carlsbad City Council wishes to apply for and receive an allocation of funds through the HOME Investment Partnerships Program (hereinafter referred to as tgHOME'*) ; and WHEREAS, the California Department of Housing and Community Development (hereinafter referred to as the "Department) has issued a Notice of Funding Availability f the HOME program and is authorized to approve funding allocations which will be made available directly through U.S. Department of Housing and Urban Development (HUD) to used for the purposes set forth in Title 24 of the Code of Federal Regulations, part 92, and Title 25 of the Californ Code of Regulations commencing with section 8200; and WHEREAS, the City of Carlsbad City Council wishes to submit an application to obtain from the department an allocation of HOME funds; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: PAGE 1 OF RESOLUTION NO. 93-3 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 0 0 /// /// Ill 1. That the City of Carlsbad City Council shall submit to the department an application to participate in the HOME program which will request a funding allocation fc a tenant-based rental assistance program located within thc city limits of the City of Carlsbad. 2. That if the application for funding is approved, the City of Carlsbad City Council agrees to use the HOME funds for eligible activities in the manner presented in t application as approved by the Department and in accordanc with regulations cited above. IC- also may execute any and all other instruments necessary or required by the Department or HUD for participation in HOME. 3.
