RECOMMENDED ACTION:
Introduce Ordinance No. fls--d20 speed limit upon Park Drive from Hillside Drive to Valencia Avenue.
ITEM EXPLANATION:
Park Drive is a two-lane, local road 2.55 miles in length between Westhave and Via Marta. At a location approximately 150 feet south of Hillside Drik
Drive has an Average Daily Traffic (ADT) volume of 1,420 vehicles based recent traffic count. The roadway fol 1 ows a curvi 1 i near a1 ignment characterized by varying sections of the roadway having adjacent single residential units, apartments, condominiums or open space. Numerous intersect the road and many driveways are located on Park Drive. Curb and sidewalks and street lights are located on some segments of Park Drivc roadway has not been constructed to its ultimate local street standard 1 ocat i ons.
Park Drive has a prima facie speed limit of 25 miles per hour except roadway segment from Marina Drive to Valencia Avenue. That segment has a per hour prima facie speed limit. Both speed zones have been establi ordinance in the Carlsbad Municipal Code.
The Carlsbad Police Department requested staff to conduct an engineer traffic survey on the portion of Park Drive from Hillside Drive to Marina a road segment approximately 0.5 miles in length. Based upon the results engineering and traffic survey, it was determined that the appropriate spee for this segment of Park Drive was 35 miles per hour.
Sections 22357 and 22358 of the California Vehicle Code authorizes authorities to establish a prima facie speed limit on the basis of the res an engineering and traffic survey. Staff presented the results of the su the Traffic Safety Commission on November 2, 1992. Based upon the results engineering and traffic survey, the Commission recommended, by a 3-0 vote, t existing prima facie 25 mile per hour speed limit be raised upon Park Driv miles per hour from Hillside Drive to Marina Drive As a result, the 35 m hour speed zone on Park Drive will extend from Hiliside Drive to Valencia ,
FISCAL IMPACT:
Installing two speed limit signs will cost approximately $110.00.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.44 OF THE CARLSBAD MUNICIPAL CODE BY THE REVISION OF
SECTION 10.44.120 TO ESTABLISH A PRIMA FACIE 35 MILE PER
HOUR SPEED LIMIT UPON PARK DRIVE FROM HILLSIDE DRIVE TO
VALENCIA AVENUE.
The City Council of the City of Carlsbad, California, hereby or
follows:
SECTION 1: That Title 10, Chapter 10.44, of the Carlsbad Munici
is amended by the revision of Section 10.44.120 to read as follows:
"10.44.120 Park Drive: Upon Park Drive from Hillside Drive to its intersection wi Valencia Avenue, the prima facie speed limit shall thirty-five miles per hour."
EFFECTIVE DATE: This ordinance shall be effective thirty days a
