Palomar Airport Road from Paseo Del Norte to its intersection with the Pri signalized intersection.
ITEM EXPLANATION:
The Carl sbad Pol ice Department requested staff to conduct an engineer traffic survey upon Palomar Airport Road from Paseo Del Norte to the Pri signalized intersection. The opening of the Price Club in October 1
construction of the sjgnalized ;ntersect;on at their main entrance has res1 a drop in average vehicle speed on this segment of Palomar Airport Road result, the existing 55 mile per hour speed zone would constitute a speed * California law.
Sections 22357 and 22358 of the California Vehicle Code authorize authorities to establish a prima facie speed limit on the basis of the re: an engineering and traffic survey. Staff presented the results of the SI the Traffic Safety Commission on December 7, 1992. The engineering and survey considered such factors as the number of collisions that have pr( occurred in this road segment, roadway features, traffic volumes, ( locations and the critical speed within this segment of Palomar Airpor Based upon the results of the engineering and traffic survey, the Cor recommended, by a 3-0 vote, that a prima facie 45 mile per hour speed 1 established upon Palomar Airport Road from Paseo Del Norte to the Pri signalized intersection located approximately 1,800 lineal feet easterly ( Del Norte.
FISCAL IMPACT:
Installation of two speed limit signs will cost $110.00.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.44 OF THE CARLSBAD MUNICIPAL CODE BY THE AMENDMENT OF SECTION 10.44.170 TO ESTABLISH A PRIMA FACIE 45 MILE PER
HOUR SPEED LIMIT UPON PALOMAR AIRPORT ROAD FROM PASEO DEL NORTE TO THE PRICE CLUB SIGNALIZED INTERSECTION.
The City Council of the City of Carlsbad, California, hereby or(
follows:
SECTION 1: That Title 10, Chapter 10.44, of the Carlsbad Municil
is amended by the revision of Section 10.44.170 to read as follows:
"10.44.170 Pal omar Airport Road:
(a) Upon Palomar Airport Road from Carlsbad Boulevard to i intersection with Paseo Del Norte, the prima facie speed lim shall be thirty-five miles per hour.
(b) Upon Palomar Airport Road from Paseo Del Norte to its intersection with the Price Club signalized
intersection (approximately 1,800 feet easterly), the prima facie speed limit shall be forty-five miles per
hour.
(c) Upon Palomar Airport Road from El Camino Real to
the easterly city limit the prima facie speed limit
shall be forty-five miles per hour."
EFFECTIVE DATE: This ordinance shall be effective thirty (30) da
its adoption and the City Clerk, City of Carlsbad, shall certify to the
of this ordinance and cause it to be published at least once in the
Journal within fifteen (15) days after its adoption.
