RECOMMENDED ACTION:
If Council concurs, your action would be to approve the recommendation of the Parks and Recreation Commission to name the future park site formally identified as
Alta Mira, "Poinsettia Community Park".
ITEM EXPLANATION:
In accordance with Council Policy No. 48 (Exhibit 1) adopted in June, 1991 the
Parks and Recreation Commission is recommending a name for the park site located
immediately adjacent to the Alta Mira residential development, east of Paseo Del
Norte between Palomar Airport Road and Camino De Los Ondas. The
recommended name is Poinsettia Community Park.

As per the Council Policy guidelines, the Commission appointed a subcommittee
(Castner, Ward and Strayer) who met on November 5, 1992. At this meeting the
subcommittee decided to add additional residents to assist them in the task. The
subcommittee also directed staff to prepare a press release to be sent to the local
newspapers and to be passed out to all the local schools requesting suggestions from
the public (Exhibit 2).
The subcommittee met again on December 3, 1992 with appointed residents (Pat
White, John Earle, Juanita Rhodes and Mario Monroy). Twenty eight (28) names
proposed from the community were reviewed by the subcommittee. After
considerable discussion, and primarily because of the park site geographic location tc
the flower fields, the committee selected "Poinsettia Community Park" as the
preferred name. Alternatives suggested were 1) Hidden Valley Community Park, 2)
Paseo Del Norte Community Park. In addition, because of the proximity to various
proposed park sites (Alta Mira and Zone 19), the subcommittee recommended that
the Commission consider changing the names of Hidden Valley Road to (Hidden
Valley Parkway) and Poinsettia Lane be changed to (Poinsettia Parkway).
On December 7, 1992, information regarding the subcommittees decision was shared
with a coalition of homeowner association's representatives who indicated they woulc
pass the information on to their respective members. They were also informed of
the time, place and date of the Commission meeting where the naming of the park
would be discussed. The general consensus of the homeowner association coalition
was support for the name "Poinsettia community Park".

3 8 After a committee report and input from the public, the Commission at their
December 21, 1992 meeting recommended to Council that they consider naming the
subject park site "Poinsettia Community Park".

The Commission took no action on the suggestion to change the names of Hidden
Valley Road and Poinsettia Lane pending further information from staff.
Council policy provides guidance on street name changes. If the issue of street name
changes is to be considered it should be referred to the Planning Commission
pursuant to Council Policy No. 20.
FISCAL IMPACT
There is no significant fiscal impact on naming of the park site "Poinsettia
Community Park".

PURPOSE

STATEMENT OF POLICY

PROCEDURE
At the appropriate time for naming a park or considering renaming a park, the
Recreation Commission will solicit public input. The proposed names shall be subnrittt
to the Parks and Recreation Commission with justification to aid in considering the prc
proposed name shall be placed on the Commission agenda, allowirlg appropriate tin1
by the Commission (and subcommittee, as necessary) and to publicize arid receive in[
public at the Commission meeting.

WHAT'S IN A NAME?
CARLSBAD'S NEWEST COMMUNITY PARK
The Parks and Recreation Commission is soliciting public input to assist .in naming
Carlsbad's newest community park development project. The forty-two (42) acre park site
in the southwest quadrant of the city is located immediately adjacent to the Aha Mira
residential development, east of Paseo Del Norte between Palornar Airport Road and
Camino De Los Ondas.
Although the park is anticipated to be constructed in three (3) phases, the first phase of
development will begin shortly. Upon completion, the park will provide a tennis complex,
indoor soccer arena, community center/gymnasium, restrooms, lighted ballfields, areas for
passive recreation, and picnic facilities.
Be part of a community process to help us name this future Carlsbad Community Park.
