approving a Final Map for Carlsbad Tract No. 90-28
ITEM EXPLANATION:
Engineering staff has completed checking the final map of Carlsbad Tract 90-28. This
subdivision is located at 2940 Luciernaga Street
It is comprised of 6 units with uses as follows: condominium townhomes
The final map conforms substantially with the Subdivision Map Act, the Carlsbad
Municipal Code and with the conditions of approval and the tentative map as approved
by the Planning Commission on July 17, 1991, per Resolution Nos. 3276, 3277,3278 and
3279.
This map has been found to be consistent with the Growth Management Ordinance and
the requirements of the Local Facilities Management Plan for Zone 6. Currently all public
facilities within or impacted by Zone 6 meet or exceed the adopted performance standard
or will be guaranteed by virtue of the payment of the Zone 6 facility fee. For a more
complete analysis of the public facilities impact for this project, see the attached Local
Facilities Impact Assessment Form.
The project density is 11.5 du/acres and is at the Growth Management Control Point of
11.5 du/acre. The findings required to approve the project at the Growth Control Point
were made as a part of the Planning Commission Resolution 3277.
FISCAL IMPACT:
This project will generate the following fees:
1. Park-in-lieu Fees (6 units @ 1575/unit)
2. Traffic Impact Fees(6 units @ 616/unit)
3. Bridge and Thoroughfare Fees(6 units @424/unit)
4. Sewer Connection Fees(6 units @ 161 O/unit)
5. Water Service Connection Fee(6 units @ 2400/unit)
6. Zone 6 fees (6 units @ 310 /unit)

The exact amount of public facility fees are unknown until the applicant submits an
application for Building Permits, Likewise, the drainage area fees are unknown and will
be assessed at the time the City adopts a drainage fee schedule. No detailed economic
impact analysis of this development has been conducted. While increased operating
expense related to this project are expected to be offset from the increased tax or fee
revenue, no exact percentage of offset can be predicted.

RESOLUTION NO. 93-27
A RESOLUTION OF THE CR-Y COUNCIL OF THE ClTY OF
CARLSBAD, CALIFORNIA, APPROVING A FINAL MAP FOR
CARLSBAD TRACT CT 90-28
WHEREAS, Luciernaga Pacific, Inc., a California Corporation have submitted a
final map known as Carlsbad Tract No. 90-28 to the City of Carlsbad for approval; and
WHEREAS, the Tentative Map of Carlsbad Tract No. 90-28 with conditions, was
approved by the Planning Commission on July 17,1991 pursuant to Resolution Numbers
3276, 3277, 3278 and 3279; and
WHEREAS, the City Engineer has determined that said map substantially conforms
to said conditionally approved tentative map; and
WHEREAS, the conditions of approval for said final map have been completed or
secured; and
WHEREAS, the developer has offered public easements for dedication to the Cii
of Carlsbad; and
WHEREAS, the final map conforms to the City of Carlsbad General Plan and all
requirements of City Codes and Standards; and,
WHEREAS, the City Council of the City of Carlsbad determined it to be in the
public interest to approve said Final Map;
NOW, THEREFORE, BE lT RESOLVED by the City Council of the Cii of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That said Final Map known as Carlsbad Tract 90-28 from Luciernaga
Pacific Inc. which is on file with the City Engineer and is incorporated herein by reference,
is accepted.

3. That the Cii accepts said dedication.
4. That the City Clerk is authorized to sign the Certificate of Acceptance on
the Final Map.
5.’ That the City Clerk is authorized to cause the original Final Map to be
recorded in the Office of the County Recorder of San Diego County, State of California.
6. That the City Clerk is authorized to release the map to Stewart Tile
Company for recording in the office of the County Recorder
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City
Council held on the 2nd day of FEBRUARY, 1993 by the following vote, to wit:
