The City Council of the City of Carlsbad will appoint members of 1 Commission, Design Review Board, and Housing and Redevelopmc Committee to a maximum of two consecutive terms. An individual retiring after two terms will be immediately eligible for c for any other board, commission or committee, or could be reco appointment to the same board or commission after a two year waitin Individuals initially appointed to an unexpired term would be el reappointed for two consecutive terms. The City Council may make an exception to this policy and extend a1 term if there are extenuating circumstances, such as the need for a suit of experienced members. February 9, 1993 dl[ &[e Mayor Claude "Buddy"Lewis A 1200 Carlsbad Village Drive Carlsbad, CA 92008 Bear Mayor Lewis: The League of Women Voters advocates an open governmental system that assures opportunities for citizen participation in government decision making. With this position in mind, in 1988 the Carlsbad Unit- of the League of Women Voters of North Coast San Diego County undertook a study of citizen participation in Carlsbad city government. One of the recommendations that arose from tne study was to limit membership on citizen advisory bodies to two terms where there are qualified applicants, continuing the policy of staggered terms. On June 18, 1991, the city council adopted Policy 47 implementing term limits on city boards, committees and commissions. Tonight the council is considering amending Policy 47 to allow the extension of the terms of members of the Planning Advisory Corcmittee if there are "extenuating circumstances" such as the need for a suitable number of experienced members The extension could be for a period as long as a regular term of four years in addition to the two terms or eight years already permitted by the present ordinance. Such an extension would defeat the purpose of policy 47 which is to allow as many citizens as possible to participate in citizen advisory bodies. Are there other "extenuating circumstances" that would make extended terns necessary or is the concern solely the lack of experienced members? If so the way to assure that there will be an adequate number of experienced members is to allow as many citizens as possible the opportunity to serve. Another solution to lack of experience would be to provide intensified training for appointees. the present process for making appointments to advisory the necessary familiarity with the work of the board to insure that they will quickly be able to make contributions.
